    The position is located in the Office of Information Technology Infrastructure, Deputy Chief Information Officer for Foreign Operations, Bureau of Information Resource Management (IRM/FO/ITI), in the U.S. Department of State (DOS). The position functions as a senior Program Analyst and technical expert providing authoritative consultation and advice to the ITI Director and Division Chiefs.

    This position is eligible for telework; additional criteria will be required (supervisory approval).

    • Coordinates and performs significant analyses of policy issues that involves IRM strategic initiatives.
    • Reviews and edits proposed resource plans to ensure consistency with DOS strategic plan and meets with managers to consider budget plans and attendant implementation and reporting provisions.
    • Coordinates and administers the planning and controls needed for the submission of data to management including presenting and clarifying the basis of budget and program resource requests and decisions.
    • Develops effective and innovative methods and techniques for measuring the accomplishment and results of ITI management systems. Provides expert advice in guidance to the directors and division chief on strategies and goals.
    • Coordinates development of policies, issuances and directives for the Directorate. Provides oversight, coordination, identification, analysis and issuance of organizational policies.
