ADDITIONAL INFORMATION: The Office of Contract Services (OCS) seeks applicants with extensive hands-on contracting experience including major systems, base operations, Information technology or complex programs and proven effective leadership, managerial and supervisory skills. The candidates must be expert in the tradecraft and be able to provide creative leadership in fulfilling NGA's mission. The selected candidate(s) shall lead source selections; provide contractual guidance and overall business advice routinely. The candidates may serve in a leadership and/or supervisory role in support of the assigned OCS contracting division. The incumbent may represent OCS at senior level meetings and conferences as required. Strong written and oral communication skills are critical. Additional responsibilities include, ensuring that all assigned acquisition activities are executed ethically, legally, efficiently and effectively, and in accordance with applicable DoD policies and procedures. If assigned a supervisory role, responsibilities will include leading, mentoring and coaching a diverse workforce that may consist of DoD civilian, active duty contracting professionals, and other support personnel.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated knowledge of contracting for a variety of products and services for major systems, Research and Development (R&D), Information Technology, and/or complex programs using a wide range of contacting methodologies such as negotiated contract and commercial acquisition procedures in accordance to the Federal Acquisition Regulation (FAR) and Defense Acquisition Regulation Supplement (DFARS).
2. Demonstrated experience managing contract actions end-to-end; from procurement conception to contract closeout and the myriad of functions associated with the pre- and post-contract award life cycle of activity. Working knowledge of complex source selection procedures/competitive contract actions, cost or price analysis, negotiations and preparation of related contract documentation in accordance with directives and policies.
3. Demonstrated experience providing guidance and expertise to the Acquisition Workforce and management on the interpretation and application of procurement processes, policies and procedures.
EDUCATION REQUIREMENT: EDUCATION: Bachelor's degree in any field that includes, or has been supplemented by, at least 24 semester (36 quarter) hours of coursework in a business-related field such as Accounting, Business Administration, Contracts, Economics, Finance, Law, Purchasing, or a related discipline. Reference 10 USC Section 1724 for exceptions and waivers. LICENSES/CERTIFICATIONS: Must obtain DAWIA Certification in Contracting within 24 months. DAWIA Certification in Contracting, as appropriate for the band, within 24 months of appointment. Once obtained, Defense Acquisition Workforce members must obtain 80 Continuous Learning Points (CLPs) every 2 years in order to maintain certification.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Proven experience representing organizations, implementation of integrated process team framework, process improvements and management controls.
2. Demonstrating strategic and transformational thinking, leadership, problem identification and resolution skills, flexibility, and ability to develop and implement innovative approaches.
3. Demonstrated experience leading individuals (government, military or contractor) and building team cohesion to meet mission objectives on specific time schedules.
4. Demonstrated Customer Service with proven customer satisfaction.
