The duties include but not limited to: Perform market research to aid in acquisition planning. Identifies ways to improve services provided by developing innovative organizational structures, revised or new policies and operating systems that contribute to the attainment of VA's Office of Procurement and Logistics, NAC and National Contract Service goals. Advertise all applicable contract requirements to promote maximum competition. Conduct cost analysis or price analysis for contract proposals or change order proposals. Conduct necessary market analysis to test the noncompetitive assumptions of requisitions. Determine the offerer that represents the best value based on price and other factors. Review contractor performance to assure compliance with applicable labor laws. Resolve contract performance problems concerning excusable delays. Administer payment provisions on contracts for partial payments, progress payments, and final payments. information to Senior Contract Specialist, Chiefs and Directors within the NAC. Issue show cause letters and cure notices as a prelude to terminations. Issue contract terminations for convenience or default. Select the appropriate method of procurement such as simplified acquisition procedures, sealed-bidding, or negotiations. Review specifications and statements of work to develop acquisition strategies. Review acquisition milestone plans for approval. Develop an overall pricing negotiation strategy considering all relevant information. Establish technical evaluation boards to determine acceptability and ranking of technical proposals. Review auditors' reports for adequacy of analysis and conclusions. Prepare price negotiation memorandum detailing negotiations with contractors. Prepare federal procurement data system (FPDS-NG) for contract awards. Prepare solicitation and award synopses for contract awards. Prepare electronic contract management system documents for contract awards. Prepare solicitation documents using contract writing systems for issuance. Conduct negotiations for competitive and noncompetitive procurements. Conduct debriefings with unsuccessful offerers or bidders. Advise technical personnel of inadequate, ambiguous, or vague specifications to avoid liability. Negotiate additional time required for contract performance. Negotiate settlements related to contract terminations for convenience or default.

This position serves in the capacity as a Senior Contract Specialist in National Contract Services (NCS), VA National Acquisition Center (NAC), Hines, Illinois. NCS is one of four services within the NAC and the complex functions required to support the diverse programs of VA are reflected in the mission and organization of National Contract Service. There are four Branches within NCS: High Tech Medical Equipment Contracts and Contract Administration; High Tech Medical Equipment Orders; Pharmaceutical and Prime Vendor. At the Department level, the incumbent is responsible and accountable for a nationwide centralized acquisition program to supply medically related products and services to VA Medical Centers plus outpatient clinics and other Government agency activities that depend on the Department of Veterans Affairs for supply support.
