The office is responsible for receiving, storing and processing requests to fly ceremonial flags over the Capitol. The incumbent will supervise the staff of the Flag Services Office.
Duties Include:
Supervisor and Managerial Responsibilities
Plans work to be accomplished by staff members. Sets and adjusts priorities. Schedules work to be performed. Evaluates subordinates’ work performance. Advises, counsels and instructs staff on technical and administrative matters. Interviews applicants for unit positions. Recommends selection for such positions. Hears and resolves employee grievances. Takes disciplinary measures as warranted for minor infractions of behavior or performance. Recommends other action in more serious cases. Identifies developmental and training needs of employees. Provides or arranges for needed development and training. Finds ways to improve production and increase the quality of work directed. Develops performance standards for subordinates. Approves or disapproves requests for leave.

The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in assigned areas.
Flag Duties
Manages the flag program, ensures program requirements are met and projects future flag requirements.
Coordinates with the Assistant Superintendent and the Labor Division to ensure that flags are flown in accordance with schedules.
Oversees the distribution of flags that have flown over the U.S. Capitol Building to Members of Congress for presentation to constituents. Prepares commemorative certifications for Members to present to flag recipients. Maintains records of Members of Congress who have requested these flags. Notifies the Member’s Office when the flag is available for pick up.
Establishes and maintains an office records system, including a monthly billing for Congressional Members’ accounts. Maintains office records including work orders, cost estimates, logbooks and inventory sheets.
Communication
Responds to requests from the Members of Congress to fly flags over the U.S. Capitol Building. Reviews requests for completeness and accuracy of the information submitted.
Provides information to Members and their staffs regarding the status of requests, including explanations when requests do not adhere to established policies and procedures. Schedules when flags will be flown. Receives and stores flags.
Compiles information and prepares responses to letters of inquiry or complaint regarding the flag program for review and approval by the Assistant Superintendent.
