    JOB DESCRIPTION: Managerial positions involve supervision of other subordinate managers and/or supervisors, and/or direction of units, functions, or projects (which may be staffed by civilian or military personnel). Managers are responsible for justifying, directing, and allocating resources (people, budget, material) across the organization through one or more levels of supervision, and for setting organizational goals, objectives, and priorities. They handle highly complex, sensitive, or ambiguous challenges facing the organization(s); interact with, influence and persuade high-ranking officials within and outside the organization, agency and other external organizations; and make decisions that have an impact within and outside of the immediate organization and agency. Managers must supervise at least one government supervisor; they typically supervise between three to fifteen employees. Supv Program and Business Administration Officers perform a wide range of specialized functions and tasks to support NGA operations and staff. They provide program management and oversight; research, develop, interpret, and implement policies; identify, justify, and manage resources; develop and disseminate data metrics; and manage budget allocation and execution. They collaborate with internal and external stakeholders, providing a multi-disciplinary approach to executing program responsibilities and resolving problems. They also provide training and advice related to programs, coordinate program information requests, and prepare and disseminate relevant documents (e.g., reports, staff packages, briefings) to address customer needs and to inform effective decision making.

    ADDITIONAL INFORMATION: Mission Oversight and Compliance (MOC) ensures NGA conducts its mission in accordance with Federal law and policy protecting privacy rights and civil liberties. The Privacy & Civil Liberties (PCL) Division Chief provides leadership and oversight as NGA's designated Privacy and Civil Liberties Officer (PCLO), in accordance with overarching guidance provided by the Senior Component Official for Privacy (SCOP). The PCLO ensures proactive enterprise-wide protection of privacy rights and civil liberties in the collection, maintenance, use, sharing, and disposal of personal information. Specific responsibilities include: * Provides advice to the SCOP and other NGA senior leadership to execute the PCL Program vision and mission. * Advises on and advocates for proactive privacy protections and compliance as part of all internal strategic decision processes related to NGA's operations, acquisitions, tradecraft, technologies, resources, and policies. * Develops and implements NGA's PCL policies and procedures to implement ODNI, DoD, OMB, ODNI, and other oversight policy related to PCL. * Develops and executes a comprehensive PCL program management plan based on a sound risk management framework inclusive of NGA's Foreign Intelligence, Counter Intelligence, and excluded missions. * Measures program success by utilizing metrics to assess overall performance in meeting program goals and objectives. * Develops program personnel by promoting a work environment focused on a solid leadership foundation, continuous learning, and professional growth. * Articulates resource requirements and manages operational budgetary considerations. * Manages an accurate accounting of personal information holdings, utilizing approved privacy compliance tools, e.g.., Privacy Threshold Assessments (PTAs), Privacy Impact Assessments (PIAs), and System of Records Notices (SORNs). * Provides oversight on the execution of privacy incident management and response to mitigate risk and provide remediation for incidents involving the loss of or unauthorized access to Personally Identifiable Information (PII). * Executes an enterprise-wide training and awareness plan that educates NGA personnel on the importance of being informed, accountable and vigilant. * Represents the MOC on PCL matters and serves as a liaison to ODNI, DoD, DoJ, and others to ensure they are apprised of all significant PCL issues arising from NGA activities; collaborates with key internal and external stakeholders.
