JOB DESCRIPTION: Managerial positions involve supervision of other subordinate managers and/or supervisors, and/or direction of units, functions, or projects (which may be staffed by civilian or military personnel). Managers are responsible for justifying, directing, and allocating resources (people, budget, material) across the organization through one or more levels of supervision, and for setting organizational goals, objectives, and priorities. Managers must supervise at least one government supervisor; they typically supervise between three to fifteen employees. They provide program management and oversight; research, develop, interpret, and implement policies; identify, justify, and manage resources; develop and disseminate data metrics; and manage budget allocation and execution. ADDITIONAL INFORMATION: Mission Oversight and Compliance (MOC) ensures NGA conducts its mission in accordance with Federal law and policy protecting privacy rights and civil liberties. The NGA Intelligence Oversight (IO) Division Chief manages NGA's IO program, advancing the Foreign Intelligence (FI) and Counterintelligence (CI) missions of NGA while protecting the privacy rights and civil liberties of US Persons. The IO Division Chief advises the Director, MOC and other senior leaders on the application of IO policy to authorized missions and functions. The IO Division Chief collaborates with the Inspector General (IG) and General Counsel (GC) to promote compliance; provides reporting and mitigation support when violations occur; and leads the effort to professionalize the approximately 450-person Intelligence Oversight Officer (IOO) network at NGA. Additionally, the IO Division Chief develops and executes an annual Program plan focusing on IO Governance, Training, Communications and Awareness, IOO Management, and the performance of the daily IO mission. Specific responsibilities include: * Advises the Director, MOC to ensure activities subject to IO comply with the US Constitution, Federal law, and policy, and any other applicable guidance/requirements. * Advises on and advocates for privacy and civil liberties considerations throughout internal strategic decision processes related to NGA's operations, acquisitions, tradecraft, technologies, resources, and policies. * Develops program personnel by promoting a work environment focused on a solid leadership foundation, continuous learning, and professional growth. * Articulates resource requirements and manages operational budgetary considerations. * Develops and supervises the execution of the annual IO Program Plan. * Participates in the DoD Senior Intelligence Oversight Official's Interagency Working Group to build consensus and resolve issues of common IO concern throughout the Defense and Intelligence Communities. * In conjunction with GC, advises senior leadership on NGA-related matters meeting the definition of a Criminal Activity Report (CAR), Questionable Intelligence Activity (QIA), or Significant or Highly Sensitive Matters (S/HSM). * Consults with OGC to obtain legal determinations concerning allegations of legal or policy violations related to the tasking, collection, exploitation, analysis, production, and dissemination of GEOINT or SIGINT linked to a foreign intelligence (FI) or Counterintelligence (CI) purpose. * Promotes IO internally and externally through application of the program's core functions of Accountability, Awareness, Compliance, and Training. * Leads or oversees IO site visits to prepare NGA components for inspections conducted by NGA's Office of Inspector General (OIG), DoD SIOO, or other oversight elements. * Leads NGA's IO Board and directs the agenda for monthly meetings. * Ensures adequate procedures are in place to identify, report, and coordinate responses to potential and actual IO violations. * Informs Director, MOC of significant developments or changes in IO-related requirements, best practices, or technologies affecting the NGA enterprise, personnel, or resources.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601.
