    Summary

    This position is located in the Bureau of Overseas Buildings Operations, Program Development Coordination and Support, Office of Cost Management (OBO/PDCS/COST). The incumbent provides expert professional architectural/engineering advice, guidance, and analytical cost engineering services at all phases of project planning and development, through execution phases to completion of assigned projects for the Bureau's construction program within the assigned regions.

    Responsibilities

    • • Provides a complete range of cost analysis and cost management services that include, but are not limited to program, cost and price analysis, cost planning, concept cost estimating, budget development.
    • • Analyzes project and program requirements and prepares conceptual and detailed budget estimates that may be developed from partially complete scopes of work.
    • • Directly controls all technical aspects of contracts between the United States Government (USG) and independent AlE cost estimators for each project.
    • At the GS-11 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.

    Travel Required

    Occasional travel - Travel may be required to locations which typically do not have the same sanitary, healthcare, and environmental conditions that exist In most of the United States, and some locations require special precautions regarding food and water consumption and personal safety.
