The incumbent of this position performs but is not limited to the following duties and responsibilities:
- Provides expert advice in specialized area of accounting, developing policies and financial management program goals; carries out a program to determine accounting system adequacy, to identify accounting and budgetary problems and to develop and maintain progressive fiscal management techniques and practices;
- Reviews legislation and regulations for potential impact on the Division and management of the Region;
- Develops procedures and guidelines within area(s) of responsibility for program users;
- Develops and monitors accounting internal control programs; identifies problem areas and develops solutions to improve operating program effectiveness;
- Provides advice to financial and program managers, other accountants and grantees on unusual and difficult accounting systems and/or operations problems;
- Conducts and coordinates long range and comprehensive systems studies for the design, modification, and implementation of automated accounting systems.
25% or less - Travel by any means of government or public transportation may be required.

THIS POSITION HAS A BASIC REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirements as stated above, applicants must possess:
GS-14: In order to qualify for GS-14, must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
GS-14: Candidate has advanced knowledge of employment and training laws, regulations, rules, products and services, policies and guidelines applicable to the financial management of the employment and training programs, qualifying them to provide expert-level advice. Required specialized experience is demonstrated by:
-Knowledge and application of Generally Accepted Accounting Principles (GAAP), Governmental Audit Standards (GAGAS), Office of Management and Budget (OMB) Uniform Guidance (UG), and Code of Federal Regulations (CFRs), Federal Acquisition Regulations (FAR), and other Federal grant management regulations and requirements;
-Experience serving as a senior or lead authority in fiscal matters, providing content review and interpretations to both HQ and field staff on complex financial and accounting data and systems involving government grants-in-aid;
-Leading and/or conducting specialized on-site reviews of grant recipient organizations to determine compliance with applicable Federal accounting and grant management requirements, including preparation of written monitoring reports that grammatically correct, technically accurate, clear and concise;
-Preparing and delivering presentations on complex financial subjects, including communicating effectively in oral presentations;
-Leading or directing lower-graded staff in: analyses of financial reports and systems to determine adequacy of internal controls, including testing financial systems for compliance;
-Providing technical assistance to third-party or lower tier recipients of grants-in-aid, including providing training on financial topics.
In addition, the applicant must demonstrate in his or her work experience or training, successful supervisory ability or the potential to develop the qualities of successful supervision.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
