This position is in the Transportation Security Executive Service (TSES) and is located in Arlington, Virginia. The application process used to recruit for this position is RESUME ONLY. The Director, Budget and Performance Division, advises the Assistant Administrator (AA), Office of the Chief Financial Officer (CFO) on the impact of new programs or changes to existing programs regarding budgeting and resources management implications. The Director, Budget and Performance Division coordinates all phases of the TSA budget planning, formulation and execution activities for a complex multi-appropriation multi-billion-dollar funding authority. This responsibility involves implementing decisions, making recommendations and taking actions which have a direct and substantial effect on the overall operation of TSA operational and support organizations at the Headquarters and Field levels.

Professional/Technical Qualifications (PTQs):
1. Experience applying Federal and other budget-related laws, regulations, policies, precedents, methods and techniques, to include coordination and submission of products to meet Department level or higher level guidance.
2. Experience formulating, justifying, administering and executing an agency-wide budget using defined PPBE processes in a high-pressure environment, including development of alternative budget proposals and analyses or agency requests during programming and/or budget cycles.
3. Experience in successfully implementing the Government Performance and Results Act (GPRA), including development of integrated performance-based budgets.
4. Experience analyzing comprehensive resource allocation and financial recommendations and convey the results into approved management decisions using formal memoranda, presentations, briefings and policy documents.
Executive Core Qualifications (ECQs):

ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Certain current or former career SES/TSES members with service in Federal agencies which are not excluded from the Senior Executive Service (statutory exclusions are specified in 5 U.S.C. 3132(a)(1)) as well as graduates of a SES Candidate Development Program which resulted in certification by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) may be EXEMPT from providing ECQ responses. Career SES/TSES members are individuals who have been certified by OPM QRB and who currently occupy an SES/TSES position in an agency not excluded from the Senior Executive Service by statute (5 U.S.C. 3132(a)(1)) or who have left such a position after having successfully completed the SES/TSES probationary period.
