The Tax Division is seeking to hire two individuals for the positions of Section Chief for the Civil Trial Section, Northern Region and the Civil Trial Section, Southern Region. Attorneys in the Civil Trial Sections represent the United States in litigation in federal and state courts across the country. These cases involve a wide variety of substantive legal areas, including federal tax law, bankruptcy law, constitutional law, commercial and state property law, as well as unique evidentiary, procedural, and jurisdictional issues. The Civil Trial Section is divided into six regional trial sections, each handling a region of the country, plus the Court of Federal Claims Section. A map showing each Section is here.
As Chief, the individual directly manages a staff of approximately 26-28 attorneys and 8-10 administrative professionals. The Chief advises trial attorneys as to policy, procedure, and substantive case preparation, development, and strategy; reviews case documents; and makes final Section recommendations with respect to appeal and compromise recommendations in cases pending in the Section. The Chief personally supervises or handles tax cases of the greatest magnitude and importance. The Chief is personally involved in hiring for the Division, assessing training and professional development needs, and working with the Division's Office of Training and others to develop and implement developmental programs. The Chief promotes an inclusive culture and works collaboratively to meet Division and Departmental diversity and inclusion goals. The Chief ensures that attorneys and other section employees operate within Section budget constraints and comply with all government recordkeeping requirements (financial and otherwise) and with Division and Department litigating policies and procedures. The Chief represents the Division at, or independently participates in, conferences and other gatherings sponsored by the bench and bar. The Chief is personally responsible for keeping the Assistant Attorney General and the appropriate Deputy Assistant Attorneys General timely and fully informed about issues, positions being considered, and procedural developments in pending Section cases that may have precedential or policy implications. Except for important or precedential matters, however, the Chief normally receives only general instructions from the Assistant Attorney General and the appropriate Deputy Assistant Attorneys General.
This is an attorney position. You must have a Juris Doctorate degree from a law school accredited by the American Bar Association and be a member in good standing of the bar of a state or territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico.
