This position is located in one of three Divisions within the Rural Utilities Services (RUS). Telecommunications Program; Office of Loan Origination & Approval, Office of Portfolio Management & Risk Assessment, or Office of Policy and Outreach Division.
An individual may apply for a position in the USDA Recent Graduates Program only if the individuals application is received not later than 2 years after the date the individual completed all requirements of an academic course of study leading to a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution or a veteran, who, due to a military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. The eligibility period may not extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.
The Pathways Recent Graduates Program is a 1-year Excepted Appointment program structured to help prepare and promote individuals who have recently graduated from qualifying education institutions or programs for a possible career in the federal government. Recent graduates may be non-competitively converted to a term or permanent appointment if all training and program requirements are met. Conversion is neither guaranteed nor conferred.
An agency is not required to convert any individual in a Pathways position to a position in the competitive service, whether upon completion of degree requirements or otherwise. Conversion to a competitive service position is not an entitlement.

This is a developmental position assisting higher graded Electronic Engineers in performing professional engineering assignments.
Placement in the program confers no right to conversion to a career conditional appointment. To be eligible for conversion, Recent Graduates must:
• Meet the qualification standards for the position to which the Recent Graduate will be converted.

Equivalent combination of education and experience are qualifying for this grade level.
GS-09 grade level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: experience providing engineering support to senior technical staff and performs projects of limited scope and difficulty designed to develop technical engineering competencies including ensuring that the need for the proposed facilities are supported by borrowers approved loan design or grant application; design plans/specifications; ensure the cost of proposed facilities in the loan application are generally consistent with current costs of construction; perform loan budget analysis appropriate for the loan application; prepare draft recommendations to senior level engineer; composes correspondence or other documents related to the review of contracts and funds requests OR Masters or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Equivalent combination of education and experience are qualifying for this grade level.
