The incumbent provides full administrative support for the Binding and Collections Care Division, Mass Deacidification staff, and Office of the Director for Preservation staff located in the Binding and Collections Care Division work area. The incumbent works under the direction of the Chief of the division and provides the full range of administrative functions and responsibilities needed to maintain a smooth and seamless flow of all administrative and office operations for the division while helping to maintain a secure environment with limited access.

Assigns and monitors office communications for the office and support staff. Maintains control logs for incoming correspondence and follows up to ensure timely completion and proper execution of all required policies and procedures.
Systematically evaluates and improves procedures for providing office administrative support. In consultation with the Chiefs, evaluates the need for new or changed procedures within the divisions. Recommends improvements to existing procedures and implements new and or revised office procedures to enhance efficiency and effectiveness.
Applies detailed knowledge of current program requirements, projected needs, awareness and understanding of ongoing programs in support of Division's missions. Independently applies comprehensive knowledge of data sources and pertinence of the subject matter to identify, select, and abstract materials from existing files, reports, and studies for use by others.
Prepares and analyzes one-time and recurring reports. Typical report includes Consolidating and analyzing mission-critical information such as monthly and annual production reports. Performs updates of statistical spreadsheets using data from these reports. Compiles, consolidates, organizes and formats data in a way that will be most useful to division management. Notes trends or deviations in relation to performance targets.
Manages and maintains division and Library-wide policies and procedures. Reads incoming publications, regulations, and directives that may affect the organization. Initiates development of new or revised administrative policies and procedures necessary for efficient administrative functioning of the organization, consulting with the manager. Independently, recommends improvements to existing procedures.
Reads incoming correspondence, publications, regulations, and directives that impacts the organization. Determines the ones that can be acted upon personally and take necessary action. Uses initiative to obtain clarification of instructions from originating offices or appropriate focal points. Brings significant items in reports, files, and correspondence to the supervisor's attention.
Provides procurement support to specialized or unique program or office functions, coordinates office supplies by ascertaining the needs of subordinates offices, and consolidates various requests into a single requisition. Uses the Momentum System to order supplies for the Division. Coordinates the inventory of general office supplies used by the unit. Ensures sufficient supplies are ordered and in stock as to limit and or reduce disruption in service. Prepares, reviews requisitions and related forms and documents for requesting material, equipment, and services. Contacts prospective vendor/supplies/contractors and conduct research on price and availability information for specialized or non-routine items such as pens, binding labels, shipping materials, computer printer cartridges, etc.
Continuously, evaluates and improves office operations for an extensive organization with varying functions performed in subordinate offices, or a division in the Preservation Directorate. Uses formal procedures to track the coordination of work performed outside of the organization. Organizes the administrative functions with staff, office managers and other administrative staff of other divisions. Uses knowledge of the organization's programs, priorities, goals, and objectives to identify and recommend solutions to office operations. Screens all personal visitors, telephone calls, visitor requests, and answers administrative and/or procedural questions related to personal knowledge of program activities. Serves as a liaison between the Division Chief, Section Heads, and other division/office managers and staff to address division/office administration issues. Receives and responds to requests from staff and other offices within the Preservation Directorate, Library Services, and the Library for information concerning issues or program under the Division Chiefs purview.
