    Summary

    This position is located in the Mission Support Office (MSO), Office of the Chief Financial Officer (OCFO). As the Program Specialist, you serve as the administrative liaison between managers and the human resources office.

    This position is being announced in conjunction with vacancy announcement number HQ18C0110 open to status and certain noncompetitive candidates. Only one position will be filled as a result of these two vacancy announcements.

    Responsibilities

    As the Program Specialist, you will provide a wide range of services to support administrative human resources activities for the Office of the Chief Financial Officer. You will serve as a liaison between managers and the human resources office concerning personnel-related matters. Provide advice and assistance to senior managers and staff concerning human resources processes and procedures. You will review, analyze, and interpret incoming human resources management requests. You will develop internal policies for solving a range of administrative problems.

    You will perform administrative management functions that service and/or fulfill a number of organizational requirements. You will maintain databases that reflect the fulfillment and/or status of administrative requirements, prepare administrative paperwork, and maintain an awareness of the status of the organization's personnel actions.
    You will draft correspondence, recommendations, reports, and memorandum related to management and administrative programs and issues. Establish, prepare, and maintain current staffing and organizational charts and data showing filled and vacant positions. Coordinate the collection and preparation of information and consolidate and compile periodic and special reports.

    You will plan, recommend, and participate in developing strategies for OCFO programs. Create short-and long-range goals of the OCFO. Review past work histories and known future requirements and provide recommendations for required resources such as short-and long-range personnel, budgetary, space, and equipment/resources needs.

    You will conduct periodic and comprehensive evaluation of ongoing functions to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced. Create and recommend administrative standards. You will develop reusable tools, such as templates, checklists, and reports. Participate in inter-disciplinary teams engaged in broad multi-phased studies and analyses.
