This position is located in the Workforce Relations Division (WRD), Office of Human Resources (OHR), Office of Administration, United States Capitol Police (USCP). The OHR is responsible for developing, implementing, and administering the full range of human resource programs and services for both civilian and sworn employees. The WRD manages a variety of programs and services, including Employee Assistance Program (EAP), Employee Benefits & Retirement Section, Employee and Labor Relations, Leave Administration/Programs, Time and Attendance and Workers' Compensation.
This position is assigned the following workforce relations programs: Leave Management, LWOP and AWOL, Official time, Telework, and other employee relations programs. The work of the position involves program management and evaluation, as well as providing HR consultant and advisory services on assigned LER programs and policies to senior agency leaders, managers, supervisors and employees.
At full performance level, the Specialist will:
Study and evaluate the interests and needs of the civilian and sworn workforce in order to develop comprehensive programs. Remain current on new developments in the field. Evaluate, analyze and assess the progress of each program. Independently develop, perform and analyze needs assessments for program planning, identifying resources and cost, and establishing priorities for each program. Develops department-wide and bureau specific program utilization reports for leadership.
Provide subject matter expertise regarding leave management , official time, telework policy, and other assigned programs, as well as the development, implementation, and evaluation of programs, within the department. Advise, assist, coach, and counsel management on the day to day administration of assigned programs. Serves as the agency's representative on working groups.
Submits annual budgetary requirements for assigned programs and services, monitors their use, and records accruals of expenditures under the various contracts. Analyze trends and provide results to senior leaders and managers, as needed. Coordinates actions, new developments and items of interest for assigned programs with other USCP staff offices as required.
Substitution of Education for Experience: To qualify at the CP-08/GS-10 level, a Master's degree or equivalent graduate degree AND 6 months of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree or 2-1/2 years of years of progressively higher level graduate education leading to such a degree.
OR
Combination of Education and Experience: To qualify at the CP-08/GS-10 level, equivalent combinations of specialized experience and graduate level education may be used.
Substitution of Education for Experience: To qualify at the CP-09/GS-11 level, a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
