The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
The Manager is responsible for leading, strategizing, planning and coordinating a work team in an efficient and economical basis in the performance of accounting operations functions within an Accounts Payable (AP) environment. Candidates will determine objectives for the team, which align with the needs of the business units and operational strategies: participate in process improvement projects; and conduct meetings with key business stakeholders to discuss potential process improvements and customer solutions initiatives.
Candidates perform a broad range of tasks focused on the supervision of accounts payable related processes, systems, policies, regulations affecting Financial Counseling operations. Candidates are responsible for overseeing the coding, auditing, and entering of non-payroll disbursements, as well as ensuring the necessary internal procedures are in place to protect assets and provide financial control of the AP function. Candidates should exhibit good judgment in organizing work and setting priorities for teams; assist with the development and review of organizational metrics; and administer the PeopleSoft Financials AP module as it relates to entering, paying, and approving invoices, as well as corresponding reporting; understand purchasing, and receiving as it relates to PeopleSoft Financials; and ensure that enhancements or modification to systems or processes result in achieving higher levels of efficiency and effectiveness. This position has day-to-day supervisory/managerial responsibilities.

Candidates will supervise a team of professionals by defining, planning, and implementing productivity objectives, performance goals, and managing projects and initiatives to achieve specific business objectives, team activities, and ongoing strategic programs; analyze financial data, processes, systems, policies, and regulations affecting accounts payable operations; prepare written reports and performance scorecards with data and comparative metric analysis for team performance; develop and monitor metrics based on data and observation and recommend improvements in processes and procedures to increase performance and efficiency; provide the highest level of customer service to internal and external customers; is tactful, discrete, and professional in performing staff management and support activities; strive to ensure necessary, accurate, and thorough information is delivered in a timely manner; and administer complex projects and assignments under tight time constraints. Candidates exercise leadership and creativity, generate original ideas, initiate special projects, and foster creativity in the staff. The incumbent is responsible for performing other duties as assigned.

Position requires a minimum of five years of progressive responsibility in a financial environment. Demonstrated project management skills and the ability to work effectively with cross functional teams with the organization. Successful candidate will have exceptional organizational and planning skills. Strong written and verbal communication skills are required. Requires the ability to lead, communicate with, and influence throughout the organization. Incumbent must thrive in a collaborative setting and possess a confident management style. Flexibility to work in an interactive environment with a high tolerance for ambiguity and change. Self-starter with the ability to multi-task and effectively work under tight deadlines on a regular basis. Requires the ability to plan, prioritize and manage multiple projects effectively. Proficient computer skills: Microsoft Office products, as well as General Ledger systems (PeopleSoft), MicroStrategy or other reporting tools.
Candidate must have a Bachelor’s degree in Accounting, Finance, or related degree. CPA and advanced degree preferred.
