The Sergeant at Arms is the Chief Law Enforcement and Protocol Officer for the U.S. House of Representatives. The Office of the Sergeant at Arms provides premier security, safety and protocol services to Members, Committees and the staff who serve them. To accomplish our mission, we have an extremely dedicated team whose diverse strengths provide the highest level of professionalism and expertise in each of our divisions: Police Services and Law Enforcement, Protocol and Chamber Operations, Parking Security, House Security, Information and Identification Services, and Emergency Management. These offices collectively and collaboratively ensure and enhance the safety and security of House operations.
The Division of Emergency Management (EMD) is the emergency planning and preparedness division within the Office of the Sergeant at Arms, U.S. House of Representatives. The Division of Emergency Management is charged with providing and implementing a comprehensive and professional emergency planning, preparedness, and operations program for the House and is responsible for ensuring the continuity of the House and the safety of its Members, staff, employees, and visitors during emergencies. Emergency Management staff coordinate with other House organizations, Senate, Architect of the Capitol, United States Capitol Police; other Federal agencies, and private sector entities regarding issues, initiatives and standards related to emergency management and continuity. The Program Manager, Tests, Training, and Exercises (PM, TT&E) is responsible for planning, developing, coordinating, and executing all levels of exercise events (tabletops, drills, functional, and full-scale), reporting the findings/results, and administering the corrective actions program. The PM, TT&E represents the House in the joint continuity exercise process, working with personnel within the House, Senate, and other stakeholders. The position reports to the Division's Director, Preparedness.

1. Serve as subject matter expert on exercise design, development, execution, evacuation, and reporting.
2. Lead exercise planning meetings.
3. Develop exercise products to include exercise plans, situation manuals, participants guides, master scenario event lists, read aheads, and related exercise materials.
4. Review participant feedback and observations; develops comprehensive Exercise After Action Reports.
5. Integrate findings from exercises and drills into the House Correction Action Program.
6. Liaise with appropriate Congressional staff, other Federal agencies, and private sector entities regarding issues, initiatives, and standards related to TT&E.
7. Communicate regularly with partners and/or senior officials (orally and in writing) to effectively foster working relationships.
8. Support development, readiness, and implementation of the House life safety and continuity programs.
9. Serve as a watch officer in the House Operations Center Duty Program; 1-5 days per month; available to work long hours and nights when necessary.
10. Serve on-call 24/7 to deploy to support emergency management and continuity efforts.
11. Act to support the section Director and carries out various assignments which further the goals of EMD. May be required to act as the Section Director in his/her absence.
12. Perform other duties as assigned.
Grades 10 & 11
1. Conduct extensive coordination with senior House personnel, Executive Branch, and/or other Legislative Branch agency points of contact.
2. Manage multiple, complex EMD programs and projects without continuous oversight and direction.
3. Oversee major support contracts and procurement efforts; oversees EMD-specific vendor-provider services. Serves as the Contracting Officers’ Representative (COR) on such programs.
4. Support the development and execution of the EMD budget, including identifying opportunities for the appropriate and cost-effective investment of financial resources in EMD assets and resources.
5. May be assigned duties as a 24-hour on-call EMD Duty Officer.

Experience in emergency preparedness or continuity of operations exercise development and execution. The ability to develop plans, policies, and procedures that support continuity and emergency preparedness/life safety response and recovery programs is required. Strong presentation and communications skills is a must along with the ability to organize large scale functional and table top exercises. Ability to obtain and maintain a Top Secret security clearance.

2. Knowledge of national policies, best practices, and planning in Emergency Management and/or Continuity as it relates to TT&E;
3. Knowledge of Homeland Security Exercise Evaluation Program (HSEEP) best practices;
4. Knowledge of principles, concepts, and methods associated with the development of strategies and objectives of an emergency management program;
5. Analytical, judgement, and problem-solving skills to work on short deadlines and resolve critical issues;
6. Ability to work well under pressure, exercise discretion and sound judgment while independently solving problems;
7. Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.);
8. Highly refined and proficient communication ability;
9. Strong organizational skills;
10. Ability to manage multiple tasks simultaneously;
11. Must be able to pass a criminal history records check and pre-employment drug screen.
Considerations for Grades 10 & 11 will be based on education, years of experience, management experience, and demonstrated ability to effectively interact with politically sensitive issues in technical and legislative environments.
Bachelor’s degree with at least seven (7) years of experience or Master’s Degree with five (5) years of experience, mostly in Continuity of Operations (COOP) or Emergency Management. Minimum of two (2) years project management experience in corporate, Legislative, and/or government environments.
