The Sergeant at Arms is the Chief Law Enforcement and Protocol Officer for the U.S. House of Representatives. The Office of the Sergeant at Arms provides premier security, safety and protocol services to Members, Committees and the staff who serve them. To accomplish our mission, we have an extremely dedicated team whose diverse strengths provide the highest level of professionalism and expertise in each of our divisions: Police Services and Law Enforcement, Protocol and Chamber Operations, Parking Security, House Security, Information and Identification Services, and Emergency Management. These offices collectively and collaboratively ensure and enhance the safety and security of House operations.
The Division of Emergency Management (EMD) is the emergency planning and preparedness division within the Office of the Sergeant at Arms, U.S. House of Representatives. The Division of Emergency Management is charged with providing and implementing a comprehensive and professional emergency planning, preparedness, and operations program for the House and is responsible for ensuring the continuity of the House and the safety of its Members, staff, employees and visitors during emergencies. Emergency Management staff coordinate with other House organizations, Senate, Architect of the Capitol, United States Capitol Police; other Federal agencies, and private sector entities regarding issues, initiatives and standards related to emergency management and continuity. The Emergency Management Specialist for Plans is responsible for the day to day coordination and communication of the House contingency and continuity program, classified and unclassified. The Emergency Management Specialist is responsible for working with other Legislative Branch organizations to maintain, analyze and report program initiatives to Emergency Management staff and other House stakeholders. The Emergency Management Specialist for Plans reports to the Division's Director, Operations with the Program Manager, Plans serving as the immediate supervisor.

1. Facilitates program execution through administrative, planning, and operational coordination, review, and reporting to EMD staff and other House stakeholders.
2. Provides direct support to the continuity program and on occasion, work independently to provide guidance and coordination, for continuity activities, projects, and programs.
3. Collaborates with key partners and stakeholders to provide guidance for program administration, sustainment, and ensuring operations continue with minimal disruption during emergencies.
4. Supports the development and implementation of policies, plans, and procedures, in coordination with EMD staff, designed to ensure the continued operation of essential functions.
5. Reviews and analyzes reports, documents, project trackers, event calendars, etc. and shares information with applicable staff.
6. Attends meetings and share key takeaways with applicable staff.
7. Regularly communicates with partners and/or senior officials (orally and in writing) to effectively foster working relationships.
8. Develops / reviews planning documents, procedures, briefing slides, reference documents, white papers, and other documentation, as needed.
9. Supports exercise development and execution, as needed.
10. Supports special events and projects, as needed.
11. Supports development, readiness, and implementation of the House life safety and continuity programs.
12. Liaises with appropriate Congressional staff, other Federal agencies, and private sector entities regarding issues, initiatives, and standards related to emergency management and continuity.
13. Maintains ability to operate equipment and functions in the House Operations Center in accordance with EMD standards and guidelines.
14. Serves as a watch officer in the House Operations Center Duty Program; 1-4 days per month; available to work long hours, nights, and weekends when necessary.
15. Available for recall 24/7 to deploy to support emergency management and continuity efforts.
16. Acts to support the Director, Operations and Plans, and Program Manager, Plans to carry out various assignments which further the goals of EMD. May be required to act as the Program Manager, Plans in his/her absence.
17. Performs other duties as assigned.
Grades 8 & 9
1. Conducts extensive coordination with senior House personnel, Executive Branch, and/or other Legislative Branch agency points of contact.
2. Manages multiple projects and programs without continuous oversight and direction.
3. Assists the Director, Operations and Plans and Program Manager, Plans with special projects.
4. Analyzes, reports on, and provides guidance on program budget, strategy, and program management initiatives.

Work related experience in emergency management, continuity of operations, and/or program/project management experience. Ability to obtain and maintain Top Secret security clearance.

2. Knowledge of and experience with continuity of operations (COOP), continuity of government (COG), and enduring constitutional government (ECG), and emergency management programs.
3. Knowledge of national policies, best practices, and planning in Emergency Management; keeps abreast of changes in the emergency management field that could impact or improve the House program;
4. Analytical, judgement, and problem-solving skills to work on short deadlines and resolve critical issues;
5. Ability to work well under pressure, exercise discretion and sound judgment while independently solving problems;
6. Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.);
7. Refined and proficient communication ability;
8. Strong organizational skills;
9. Ability to manage multiple tasks simultaneously.
Considerations for Grades 8 & 9 will be based on education, years of experience, management experience, and demonstrated ability to effectively interact with politically sensitive issues in technical and legislative environments.
Bachelor’s degree and minimum of three (3) years of emergency management, continuity of operations (COOP), and/or project/program management experience.
