This position is located in the Architect of the Capitol (AOC), Office of Planning and Project Management (PPM), Construction Division, Construction Branch. The Cement Finisher Supervisor oversees cement finishers and laborers. Please Note: This position is temporary, not to exceed 24 months. It is a position that is subject to the project needs of the Agency. Therefore, the appointment could be terminated at any time due to shortage of work or shortage of funds. If project work continues, however, it could be extended beyond the 24 months-time frame at the sole discretion of the Agency.

Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Responsible for submitting employee timesheets on the daily basis and certified timesheets at the end of the pay period. Serves as the point of contact for trade vehicles and responsible for the maintenance of vehicles and assigned equipment. Responsible for the inventory management of tools under the accountable property threshold. Works with Safety Officer to establish and maintain Job Hazardous Analysis as requirements/projects change.
Plans use of subordinate workers' equipment, facilities and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities and work sequences and plans work assignments based on general work schedules, methods and policies set by higher level management. As required, coordinates work with supporting or related work functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specific projects. Determines how many assignments can be done concurrently, which ones can be delayed and the number and types of employees needed, considering skills, personnel, material and equipment available and required. Redirects individual workers and resources to accomplish unanticipated work. Informs the Operations Manager of the need to revise work schedules and re-estimates labor and other resources. Participates with the Operations Manager in the initial planning of current and future work schedules, staffing needs, supply and equipment estimates and recommendations as to scheduling projected work.
Plans and established leave schedules. Determines training needs of subordinates and arranges for its accomplishment. Interviews candidates for vacancies and recommends employees for promotion or reassignments. Counsels employees on problems and adjust informal complaints through discussions with employees and union representatives where appropriate. Promotes a positive work environment and the participation of employees in such programs as the suggestion program. Maintains production reports and records.
Performs maintenance, repair and construction on surfaces such as sidewalks, steps, walls, curbs and ramps. Builds and sets forms on projects, some of which require precise measurements and setting forms in curved as well as straight lines. Mixes, pours, spreads and levels cement and concrete. In repairing damaged areas, removes broken concrete and prepares sub-surfaces. Plans work methods and sequences, lays-out work to be done, determines materials to be used, selects proper tools and accomplishes the job in accordance with appropriate methods and accepted trade practices.
