    Responsibilities

    This announcement is a solicitation for applications from current VA employees and status eligible applicants. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of Construction and Facilities Management, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be status eligibles.

    The incumbent carries out responsibilities for the budget execution, budget formulation, and the administrative management of those funds for Major Construction Congressional appropriations. The employee formulates fiscal year budgetary needs for the Departmental budget for national major appropriations needs and compiles budget requests, including presentations and special briefings to be given to the Secretary of OMB and Congressional committees.

    The incumbent monitors the execution (i.e., obligation and expenditures of funds) of the approved operating plan to ensure that funds are properly allocated and tracks obligations, expenditures, and associated balances in a timely and effective manner in support of authorized management objectives and provides reports and analysis of obligations, expenditures, carry-over and other fiscal data. Distributes appropriations and project line items. Monitors the contract administration process to include oversight of interests paid. Funding is for multi-million dollar projects and includes multiple project needs for major infrastructure needs.

    Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.
