Acts as the Agency’s national resource specialist and technical steward of commercial aviation noise. Commercial aviation includes the areas of general aviation, subsonic jet and propeller, helicopter, supersonic jet, commercial space, unmanned aerial systems, electric vertical takeoff and landing human transport, and other emerging commercial aviation modes of transport. Demonstrates high level of technical, analytical, and scientific expertise in the areas of aircraft noise, aircraft and engine performance technologies that affect aviation noise, ways to characterize aviation noise, and the external environmental factors (e.g., weather, atmospheric conditions, etc.) that affect the noise levels experienced due to commercial aviation.
Demonstrates a high level understanding and applies expert knowledge of how aviation noise is address as it relates to (49 U.S. Code 44715, the Noise Control Act, the National Environmental Policy Act), and other associated aviation noise regulations and policies.
Applies knowledge of aircraft noise certification procedures, both in the International Civil Aviation Organization (ICAO) and the U.S. Code of Federal Regulations, as well as the corresponding guidance provided in the Environmental Technical Manual and Advisory Circulars. Ability to represent the U.S. and FAA on international aircraft noise certification matters with other National Airworthiness Authorities consistent with established bilateral agreements that govern validation of commercial aviation products
Support the FAA’s noise research and development program, including activities that analyze, quantify, and reduce the impacts of noise due to commercial aviation, and the development of analytical tools. Organize and execute an annual noise research workshop using information gained to update the noise research roadmap. Assists management in the development, analysis, and preparation of recommendations for policies, regulations, programs, and projects related to modeling and mitigating the impacts of aviation noise on the environment.
Advises the Noise Division Manager (AEE-100), the Chief Scientist and Technical Advisor (AEE-3), the Executive Director of Environment and Energy (AEE-1), and the Assistant Administrator for Policy, International Affairs, and Environment (APL-1) on the content and adequacy of technological, science, and policy aspects related to aviation noise and activities for the national aviation system.
Represents the organization and the FAA at meetings and working groups, including presenting or defending FAA and U.S. national policies and technical positions on aviation noise and briefings to stakeholders. Coordinates with other offices throughout the FAA that are involved in aviation noise-related programs. Provide information to other offices and the public regarding the noise research program using multiple channels. Serves as a representative at international venues, including ICAO when necessary. Provides technical and scientific leadership and support on critical aviation noise initiatives, plans, and programs important to the overall success of FAA and the national aviation system.
Basic Requirements: A. Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR,
ALTERNATIVE REQUIREMENTS: B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
