Quality Assurance Specialist- PD#44043-A
Serves as subject matter expert in quality assurance evaluation as it pertains to the Performance Work Statement. Responsible for quality control of distribution functions by identifying discrepancies in the receiving, packing, and distribution of stocked commodities as performed by the contractor. Performs quality control inspections on all incoming/outgoing shipments for quality and completeness. Track shipments to ensure their safe and secure rival/departure. Survey adequacy and safety of storage operations and facilities, the receipt and inspection/acceptability of receivables, and loading techniques. Interpret agency manuals, regulations, guidelines and other directives. Develop and maintain surveillance system to closely monitor actual work performance of the contractor as stipulated in the performance statement. Monitor operation to assure that proper procedures are followed, particularly in shipping rates, serviceability of equipment and stocked items. Converts systems measurements and performance data to quantifiable inspection criteria designed to ensure compliance with contract specifications. Evaluates, monitors, or ensures compliance with laws, regulations, policies, standard, or procedures. Analyze and evaluate surveillance data to determine violations of the performance work statement. Identify root cause of procedural problems (i.e., receiving, packing, and distribution of stocked commodities) and make corrections to solve the problem. Measure productivity by comparing daily operations to the established technical standard and compliance with pertinent government regulations. Accomplish special inspections when deficient services/operations are suspected or reported.

The incumbent(s) services in the Operations Division Branch, Hines Service and Distribution Center (SDC). The incumbent(s) the primary responsibility of providing direct daily production quality control monitoring and warehouse supply oversight. Production quality control monitoring may consist of; work efficiency optimization, timely customer response monitoring, control and coordination through intense technical, program administration. The duties are that of a Contracting Officers Representative Quality Assurance Specialist for the Operations Division distribution functions. Specifically implements checklists protocol, inspection formats and QA procedures. Maintains random sampling, performance and compliance histories, prepares reports for submission to the contracting officer, and provides status reports to the Chief of Operations. Performs quality control inspections on all incoming/outgoing shipments for quality and
completeness and develops statistics for progress studies.
