The ECQs and PTQs qualification requirement are detailed below:
A. EXECUTIVE CORE QUALIFICATIONS (ECQs) - The ECQs were designed to assess executive experience and potential, not technical expertise. They measure broad executive skills needed to succeed in any SES position, and consist of the following elements:
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. This ECQ requires the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. This ECQ requires the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. This ECQ requires the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - Business Acumen: This core qualification requires the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification requires the ability to build coalitions internally and with other Federal agencies, State and Local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
B. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) - The PTQs measure technical occupational expertise requires by this position. To be creditable, experience must be at the senior level. Resumes and supplemental statements must demonstrate possession of the following:
1 - Experience establishing enterprise architecture information technology systems - In-depth knowledge and thorough comprehension of enterprise architecture that ensures systems interoperability; effective utilization of equipment and resources; state of the art technology and equipment processes such as cloud services, ensures effective information security, internal controls, and privacy controls.
2. Experience with providing continuous IT services to system users - Experience assembling and directing an IT organization that provides quality continuous services to its users , both on-site and through remote access. Experience providing enhanced access to government information and services in a manner that is consistent with laws regarding protection of personal privacy, national security records retention, access for person with disabilities, E-Government Act, and other relevant laws. Experience with the development of agency corporate web-sites. Experience in the development and/or modification of IT systems during periods of building and modernization.
3. Knowledge and experience with Federal acquisition regulations and contract management - Experience in preparing statements of work and developing criteria for evaluating bids. Experience in preparing cost-benefit analysis for justification in the use of contract personnel. Experience in directing and monitoring contractor performance. Experience with effective vendor communication and establishing system accountability standards.
4. Experience managing technical and administrative matters in a Federal agency or organizational entity - Experience managing technical staff, including developing and maintaining skills of the workforce, addressing performance shortfalls, resolving conflicts and poor morale, or other organizational climate issues. Experience in recruiting and retention of shortage category human resources, such as in the information technology sector. Experience in dealing with labor-management relations issues. Experience in the development and issuance of IT policy and procedures. Experience developing and justifying a budget for IT resources
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
While there is no formal education requirement for this position, the ideal and most successful candidate should possess a professional body of knowledge and a broad foundation of business principles and practices, as well as expert technical knowledge of information technology.
