    This position is responsible for proactively meeting the business needs of Federal government customers and resolving the problems of the most complex and valued accounts.  This position is located with the National Technical Information Service in the Office of the Director, Office of Federal Services in Alexandria, VA

    Responsibilities

    GS-12: 

    As a Program Manager, the incumbent performs work in accordance with applicable rules, regulations, policies, procedures and instructions that require the utmost in management expertise and the ability to exercise a high degree of tact, integrity and independent judgement in policy and process matters. The selected candidate receives tasks and assignments to develop his/her abilities for performing analysis in order to make solutions recommendations to a client agency. The work involves awareness and understanding of complex business and industry data challenges, statutory, administrative, management and regulatory practices which address mission elements critical to agency priorities and objectives. He/she assists with implementing significant new program development strategies; researches the marketplace; analyzes key business and industry policy questions and contributes to significant agency decisions, policy recommendations and positions; represents the agency authoritatively to government and business officials and organizations; plans and manages delivery of major, high-priority services solutions which are central to agency objectives. The selected candidate will:

    • Develop plans and recommendations to improve the overall administration, management and operation of programs;
    • Provide recommendations after assessing program effectiveness;
    • Research and analyze the needs and problems of the federal agencies;
    • Assist with the analysis of account and industry trends to identify business needs and account specific program development plans, programs and strategies to meet the federal agency client’s needs;
    • Assist with the coordination of customer requirements;
    • Coordinate any initial meetings with Subject Matter Experts (SMEs) to include the data scientist(s) and program manager(s) in support of client’s needs;
    • Assist with communicating the status of the program with Sr. leadership;
    • Develop and maintain business partnerships and relationships for new data business opportunities.

    GS-13:

The selected candidate receives tasks and assignments to further strengthen his/her abilities for finding solutions for federal government agencies. He/she will also independently work to develop their abilities for finding innovative ways to match a federal government agency to innovative data solutions with a small team comprised of a data scientist and program manager. The work involves knowledge, awareness and understanding of complex business and industry data challenges, statutory, administrative, management and regulatory practices which address mission elements critical to agency priorities and objectives. He/she develops and implements significant new program development strategies; researches the marketplace; analyzes key business and industry policy questions and contributes to significant agency decisions, policy recommendations and positions; represents the agency authoritatively to key government and business officials and organizations; plans and manages delivery of major, high-priority services solutions which are central to agency objectives. The selected candidate will:
