The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
The CAO Human Resources Department is to looking to fill a vacancy within our expanding Strategy Team. We are looking for a professional that displays a strong focus on creating positive consultative partnerships with managers and employees, demonstrates a strong desire to enhance the employee experience, and contribute to organizational success through talent development strategies. Interested applicants should be comfortable with working in a fast-past environment, facilitating change and have demonstrated ability to develop strategies that maintain, develop, and secure talent in organizations. Additionally, applicants must possess excellent organizational, analytical and problem-solving skills and an ability to effectively communicate across multiple organizational levels.
The incumbent will lead and/ or participate in projects and program related to organizational design and development, human capital systems design and consulting, occupational/job analysis, competency development and career mapping, organizational assessments, workforce surveys, and program evaluation.

• Participate in managing the progress and execution of HR Strategic Plan activities.
• Lead completion of strategic projects, initiatives, and programs as assigned to include assisting the senior human resources leadership team with implementing all programs related to organization design, development, and measurement.
• Design and implement programs that align with the mission, goals, and objectives outlined in the CAO HR strategic plan.
• Gather and assess needs to identify and prioritize organizational development projects and talent development programs.
• Evaluate and measure the effectiveness of strategic human resource programs and projects .
• Develop HR employee engagement strategies and coordinate implementation approach with HR Operations.
• Design, develop and facilitate training to reinforce strategic priorities, organizational capabilities and values.

• Minimum of 5 years of extensive experience in a strategic consulting role in the government and/or private sector.
• Minimum 5 years experience in one or more areas including organizational design and development, human capital systems design and consulting, occupational/job analysis, organizational assessments, competency development and career mapping, workforce surveys, and program evaluation.
• Minimum of 3 years of progressive project management experience preferred
• Business acumen and experience in strategic planning, customer strategies, organizational design, change management, business process re-engineering, best practices/benchmarking, risk assessment and management, performance and satisfaction measurement, and financial management practices.
• Bachelor's Degree in required. Advanced degree preferred.
