SUMMARY: This position is located in the Region 4, Wildlife and Sport Fish Restoration Program (WSFR), in Atlanta, GA. WSFR is also known as the Federal Assistance Program, providing Federal grants to and working through partnerships to conserve and manage fish and wildlife and their habitats for the use and enjoyment of current and future generations. WSFR administers millions in funding and performs programmatic and financial management to grant-in-aid programs.
MAJOR DUTIES (include but are not limited to):
Serves as a staff biologist and administers Federal grants for wildlife and sport fish conservation and management, recreation, habitat management, and education that are awarded to State agency grant recipients. Such grants are awarded under one or more of the following Acts or grant programs: Wildlife Restoration Act; Sports Fish Restoration Act; Coastal Wetlands Planning, Protection, and Restoration Act; Clean Vessel Act; and State/Tribal Wildlife Grants Programs, in assigned States and Territories within the Southeast Region.
Analyzes and processes fish and wildlife grant proposals for Federal funding to ensure that these projects are substantial in character and design and in accordance with applicable laws, regulations, and policies.
Participates in program management by advising fish and wildlife grant recipients on regulatory requirements, accounting and financial policies, and interpretation of accounting data important to program operations and management.
Evaluates wildlife and habitat management grant proposals, encompassing a wide variety of species and habitats and a variety of proposed activities and their impact, under programmatic and financial guidelines and regulations.
BASIC EDUCATION REQUIREMENTS: Applicants must meet the Basic Education Requirements as described below. Copies of your transcripts MUST be submitted to document your educational accomplishments. Your transcripts MUST include the specific courses you have completed as well as the degree you were awarded and the date this degree was conferred, if applicable. Your answer will be verified against the information you provide in your transcripts. A. Have a Bachelors or higher degree from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
B. I have an appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
ADDITIONAL QUALIFICATION REQUIREMENTS: In addition to the Basic Education Requirements, applicants must also meet the following Additional Qualifications Requirements. A. Have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. This experience could have been gained in the public or private sectors. Such specialized experience must include: (1) preparing, reviewing, approving, and/or administering fish and wildlife grants; (2) monitoring and evaluating progress in accomplishing approved fish and wildlife grant project objectives; (3) drafting briefing materials, and correspondence related to the interpretation and application of Federal fish and wildlife grant laws, regulations, policies and procedures; (4) maintaining cooperative working relationships with Federal, State and local agencies or other interested parties concerning fish and wildlife management through grant funded programs; (5) applying financial policies and accounting data relevant to the management of Federal fish and wildlife grants.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

(3) Knowledge of financial assistance laws, regulations (i.e., 2 CFR 200), policies, and practices governing fish and wildlife grants

All qualified candidates will be assigned to a quality category. The category assignment is a measure of the degree in which your background matches the competencies required for this position. The category ratings for this position are: Best Qualified, Well Qualified; Qualified.
