You will:
- Advise On-Scene Coordinators (OSCs) and Remedial Project Managers (RPMs) on proper scopes of work for planning and conducting site hydrogeological investigations. Review remedial investigation/feasibility study (RI/FS) work plans, RI/FS draft reports, and other technical documents for hydrogeological technical accuracy and content.
- Serve as a senior staff technical authority within the Superfund program to provide hydrogeological expertise for cleanup projects. Design, supervise and conduct or oversee hydrogeological field investigations.
- Serve as a Remedial Project Manager (RPM) on sites regulated by the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the Superfund Amendments and Reauthorization Act (SARA). Assess CERCLA hazardous waste sites for the purpose of identifying and measuring public health and welfare and environmental threats, identifying remedial alternatives, and recommending and implementing remedies. Oversee the collection and analysis of data from field sampling, conducts site inspections, determines the nature and extent of contamination and pathways of exposure, develops site management plans, and directs/oversees actions.
- Participates in a variety of meetings conducted internally, with Agency contractors, with the public, and/or with other Federal and/or State agencies to discuss technical aspects of RI/FS work plans, data presentations, and the screening of remedial alternatives. Leads those portions of the discussion which focus on hydrogeological conditions at sites. Conduct training sessions on environmental assessments, with a special emphasis on hydrogeological investigation and clean-ups, for the Superfund Division and Regional staff.
- Directs, oversees, manages, and evaluates contractor actions and expenditures for assigned sites. Develops SOW for work assignments and procurement requests. Ensures fields activities are implemented according to work plans. Monitors, reviews, and evaluates contractor performance. Requests and/or participates in audits of contractor performance in cases. Initiates, reviews, and approves change orders for fund-lead sites. Negotiates and approves proposed and final budget estimates and work plans.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Physical Scientist (1301): A bachelor’s degree from an accredited or pre-accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR a combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Geologist (1350): A bachelor’s degree from an accredited or pre-accredited college or university in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography OR a combination of education and experience -- course work as shown above, plus appropriate experience or additional education

You need a degree or combination of education and experience as described below to qualify for this position.
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as conducting hydrogeological investigations and remediation efforts at hazardous waste sites; provide training on hydrogeological environmental assessments, investigations and clean-ups.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1. Knowledge of laws, regulations and guidance pertaining to environmental assessment and protection at Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) cleanup sites.
2. Knowledge of the scientific principles and practices of hydrogeological investigations and data interpretation.
3. Ability to apply field sample collection methods for geological and hydrogeological samples.
4. Knowledge of CERCLA enforcement procedures, cleanup process and policies.
5. Ability to communicate effectively to a variety of audiences.
