Management Anaylist:
The position serves in the capacity as a Management Analyst in National Contract Services at the National Acquisition Center (NAC), Hines, IL. The incumbent is responsible and provides a wide variety of administrative, analytical, technical and management duties. The duties of this position include but are not limited to: Applies influence skills in a variety of complex organizational situations which results in improved efficiency and effectiveness in management of Service, customer Service, team work, quality, management and sound business practices for the best use of the Service's budget. Identifies ways to improve services provided by developing innovative organizational structures, revised or new policies and operating systems that contribute to the attainment of VA's Office of Procurement and Logistics, NAC and National Contract Service goals. Involved with creating new local policies on issues effecting NCS. Acts as an expert in the review, analysis and evaluating of data on functions and processes to ensure that the work being done is essential and contributes to the accomplishments of the Service's objectives and goals. Recommends solutions to insure efficiency of operations and facilitates improvements, as well as, follows up to assure implementation compliance and/or successful completion of recommendations. Analyzes and reviews procedures, controls, files, directives, forms record controls and performs management information studies varying in scope. The position will conduct studies on workload trends, staffing needs, successes on recent contracts, customer satisfaction, employee satisfaction, and Contracting Officers continuing education requirements. Responsible for gathering and analyzing facts, data sales, trends and preparing recommendations including determining appropriate format and reporting method for the dissemination of management information to Senior Contract Specialist, Chiefs and Directors within the NAC. Plans and coordinates meetings and travel. Represents NCS at conferences and meetings sponsored by VA National Headquarters, other government agencies and/or private industry. Establishes a work environment that emphasizes improved customer service, high quality standards and creative accomplishment of work. Performs timekeeping duties, complies, maintains and prepares reports and briefings concerning time card issues.

PHYSICAL REQUIREMENTS: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Government travel for training, meetings, or customer interactions will be required in this position.

Specialized Experience:

Analyzing and reviewing documents, procedures, controls, files, directives, forms record controls and performs management information studies of varying scope under direct supervision of the senior specialist. Gathers information requested by senior specialists to conduct studies on workload trends, staffing needs, successes on recent contracts, customer satisfaction, employee satisfaction, and Contracting Officers continuing education requirements. Compiling data for the senior specialists to gather and analyze facts, data, sales trends and preparing recommendations including determining appropriate format and reporting methods for the dissemination of management information to Senior Contract Specialists, Chiefs and Directors within the National Acquisition Center.

Assist Senior Specialist with conducting studies on workload trends, staffing needs, successes on recent contracts, customer satisfaction, employee satisfaction, and Contracting Officers continuing education requirements. Assisting Senior Specialist with gathering and analyzing facts, data, sales trends and preparing recommendations including determining appropriate format and reporting method for the dissemination of management information to Senior Contract Specialists, Chiefs and Directors within the National Acquisition Center.
