The incumbent serves as Budget Analyst in the Budget Operations and Systems Branch (BOSB), Budget Division (BD), Office of Budget, Finance, and Award Management (BFA), National Science Foundation (NSF). BOSB is responsible for the technical preparation and submission of budget estimates to the Office of Management and Budget (OMB); budget execution activities including development and implementation of the Foundation's operating plan accounts; monitoring budget execution; management of the Salaries and Expenses (S&E) appropriation account; and development, justification and execution of the NSF budget. Responsibilities also include the design, development and maintenance of the NSF Executive Information System (EIS).

The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills and abilities needed to perform the full range of routine and non-routine activities at a high level of independence. During the developmental stage, the full performance range and level of selected key functions will not be fully delegated to the incumbent. The supervisor will provide general instructions in the performance of non-routine and special assignments. Work will be reviewed at various stages of completion by spot-checking and critically reviewed after completion to evaluate: adequacy of methods, procedures and results; ability to grasp concepts, policies and techniques; effectiveness in relations with others; and adherence to basic policies.
Responsible for formulating and executing the NSF budget of assigned appropriation accounts in conformance with OMB policies and relevant appropriations regulations and policies. Analyzes, reviews and interprets a variety of materials used in the development of the President's Budget of the U.S. Government.
Responsible for the preparation, revision and technical accuracy of the Foundation's input to annual government-wide surveys concerning research and development obligations and outlays and federal statistical activities. Analyzes data for conformance to reporting guidance contained in published guidelines for these federal reports.
Responsible for the preparation of a Foundation-wide research and development special analysis for input into the annual federal budget. Develops procedures and guidance for use by all agency operating organizations. Analyzes, reviews and ensures input is technically accurate and consistent with NSF priorities.
Responsible for monitoring program activities in specific appropriation accounts for compliance with Congressional limitations. Anticipates budgetary problems by reviewing program implementation and recommends solutions which achieve programmatic goals in a manner which is consistent with OMB and Congressional intent.
Responsible for budget execution activities for assigned appropriation accounts in conformance with OMB, treasury and internal NSF regulations. Develops account level presentations for use in the President's budget along with all required schedules.
Performs mid-year review of assigned appropriation accounts for use in the OMB mid-session review. If necessary, reviss budget an<l outlay estimates in both the current services and Presidential policy sections of the President's budget. This requires estimating the impact of revised economic assumptions and Congressional actions.
Responsible for the preparation, revision and technical accuracy of budgetary and outlay estimates during all stages of the annual budget cycle. Develops detailed models to predict t!ie financial impact of alternative budget levels on NSF outlay patterns subject to complex constraints.Communicates the significance and impact of alternative scenarios to NSF management.
Prepares analyses of operational and programmatic issues in response to requests from internal and extema1 customers.
Responsible for providing backup to other budget analysts, in their absence, to the extent necessary when work1oad conditions dictate.
Responsible for monitormg program activities subject to specific legislative constraints such as SBIR and STIR. Develops detailed models for use by agency management intracking these Congressionally mandated programs. Provides analysis and revjew of data submitted in the annual reporting process to external agencies.
Compiles and analyzes material used in preparing the annual budget. Assists with the development of multi-year tracking reports. Gathers, extracts, reviews, verifies and consolidates a variety of statistical data needed in the fonnation and presentation of budget estimatcs.·Cross checks the accuracy of budget data.
Recommends and implements data modifications necessary to correct inconsistent totals and subtotals.
