The incumbent of this position is the deputy chief legal officer of the Alcohol and Tobacco Tax and Trade Bureau (TTB) as well as the chief operating officer of TTB's Office of Chief Counsel, an office within the Department of Treasury's Legal Division. The incumbent is the principal assistant of the Chief Counsel and shares responsibility with the Chief Counsel for directing activities of TTB's Office of the Chief Counsel. The incumbent assists the Chief Counsel in ensuring that all legal matters arising as a result of TTB executing its mission are handled in a professional manner consistent with the standards set by Treasury's Legal Division.

The duties of the Deputy Chief Counsel include:
-Acting for, assisting, and serving the Chief Counsel in discharging all of the Chief Counsel’s responsibilities to include consulting and providing support to the Administrator of TTB to further the policies and programs of the Department of the Treasury and those of TTB.
-Rendering legal advice and counsel to the Administrator of TTB and the Administrator’s executive staff. This includes preparing, reviewing, or assisting in the preparation of proposed legislation, regulations, rulings, and executive orders relating to the laws enforced and administered by TTB, as well as furnishing legal opinions and memoranda and assisting the Administrator in the preparation and review of other TTB publications and correspondence relating to the laws enforced and administered by TTB.
-Assisting the Chief Counsel in determining whether civil action should be brought in the courts under the laws administered by TTB, and assisting the Chief Counsel in the preparation of recommendations and/or authorizations to the Department of Justice for the commencement of such actions.
-Assisting the Chief Counsel in conducting reviews for legal sufficiency of recommendations to the Department of Justice for the prosecution of cases involving alleged criminal violation of laws administered and enforced by the Alcohol and Tobacco Tax and Trade Bureau.
-Assisting the Chief Counsel in providing support to the Department of Justice as necessary in the conduct of both civil and criminal litigation in the courts involving TTB or the laws TTB enforces or administers.
-Assisting the Chief Counsel in being responsible for the day-to-day operation of the Office of Chief Counsel to include management of the financial and property resources of the office; formulation and promulgation of general office policy and procedures; and coordinating the work among the various divisions of the office.
-Assisting the Chief Counsel in being responsible for the day-to-day management of all human resources in TTB’s Office of Chief Counsel to include the establishment and maintenance of appropriate standards of practice and for the professional competence, recruitment, and evaluation of the work of the employees of the Chief Counsel’s office.

Basic Education Requirements (Attorney-Advisor): Applicants must (1) be a graduate of an accredited law school with an LL.B. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described in the vacancy announcement.
