The General Counsel is the Commission's chief legal officer and adviser. The individual selected for this position will serve as an Attorney in the Legal Counsel Division of the Office of the General Counsel, with a primary focus on advising senior management and other FTC employees on federal ethics laws. This position involves advising and training FTC employees on the application of federal ethics rules, including: conflict of interest statutes (18 USC §§ 201-209); the Standards of Ethical Conduct for Employees of the Executive Branch (5 CFR § 2635); Executive Branch Financial Disclosure (5 CFR § 2634); and Executive Orders, such as Ethics Commitments by Executive Branch Personnel (EO 13490). This position also involves advising FTC staff about political activity, gifts, and post-employment concerns. A successful applicant may also assist the FTC's Legal Counsel Division in other legal areas, such as ensuring agency compliance with the Administrative Procedure Act, the Government in the Sunshine Act, the Freedom of Information Act, the Civil Service Reform Act, and the Commission's Rules of Practice.

The Office of the General Counsel (OGC) seeks a highly qualified attorney to counsel the Commission and staff on federal ethics concerns. The incumbent will work closely with, and advise the Commission, and senior managers throughout the agency. This work demands efficient and accurate work products. The position also requires the ability to communicate effectively both orally and in writing and to deal professionally with senior officials. A successful applicant may also assist OGC on a wide variety of legislative, legal, and policy matters, including antitrust, consumer protection, administrative law, ethics, Freedom of Information Act, constitutional law, and interpretation of the FTC Act and related federal statutes.
The incumbent attorney will:
• Provide advice, interpretations of law, and guidance on the application of the conflict of interest statutes, U.S. Office of Government Ethics regulations, FTC supplementary ethics regulations, and other legal authorities.
• Review confidential and public financial disclosure reports.
• Provide federal ethics training.
• Coordinate with other attorneys in OGC to address the application of federal ethics rules.
• Provide independent ethics and legal advice and guidance related to FTC operations and activities:
• Draft, review, and interpret FTC authorities, directives, and policies.
