The incumbent serves as the Chief Counsel of the Board of Veterans' Appeals and reports to the Vice Chairman. The Chief Counsel is responsible for overall activities of the professional and administrative services of the Board and effects necessary changes in operations. The incumbent provides advice and recommendations to the Chairman and Vice Chairman on all Board issues and ensures continuous, efficient operation of all elements of the Board.

The Chief Counsel directly reports to the Vice Chairman and supports the Vice Chairman in the management of the day to day operations of the Board of Veterans' Appeals, and oversees the development of policies affecting the Board's operations. The Chief Counsel supports the Chairman's implementation of the Board's priority initiative of appeals modernization. The responsibilities include, but are not limited to the following:
-Assesses organizational risk and advises the Chairman and Vice Chairman on risk mitigation strategies.
-Advises the Vice Chairman on litigation strategy for the Board, including negotiation and settlement actions where warranted. Provides litigation support for the Board.
-Advises and directs the Board's Labor Relations, Employee Relations and EEO office in direct support of the Board's operations.
-Works directly with the Vice Chairman on matters of liability, compliance and accountability affecting the Board, and operates in close coordination with the Board's Senior Counsel for Compliance and Accountability under the Vice Chairman's direction.
-Responsible for the operation of the Board's professional quality review program with respect to the Office of the Chief Counsel and the Office of Appellate Operations and is responsible for the Board's overall professional quality review program.
- Responsible for the operations of the Board's knowledge management program and directs the development and presentation of appropriate legal and operational training for all Board components, particularly the Board's of Appellate Operations.
- Leads teams of attorney managers, attorneys, and administrative support professionals in support of the Chairman's implementation of the Boards' priority initiative of appeals modernization.
-Leads team meetings and other activities and contributes constructively to help advance the overall mission, objectives, and efficiency of the Board.
-Fosters an environment that requires a strong commitment to meet customer needs and analyzes problems/issues taking into consideration the customers' needs.
Applicants must possess a JD or LLB degree and be licensed to practice law.
