This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Oil Spill Preparedness Division (OSPD), Response Research Branch (RRB), Sterling, VA.
The incumbent will lead an interdisciplinary team of research engineers and scientists, and support staff to execute a multi-million dollar oil spill response research program that informs policy and regulatory decisions affecting Outer Continental Shelf (OCS) oil and gas operations. The incumbent ensures that the program and its team effectively execute research contracts, analyze research outcomes and recommendations, operate the National Oil Spill Response Research and Renewable Energy Test Facility (Ohmsett), prepare reports, and communicate findings to a broad audience of stakeholders.

Salary Information
GS-15: $134,789 - $164,200 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. Supervises an interdisciplinary staff consisting of research engineers and scientists, and support staff.
2. Manages a multi-million dollar oil spill response research program to execute research contracts, analyze research recommendations, operate the National Oil Spill Response Research and Renewable Energy Test Facility (Ohmsett), and prepare reports and findings for use in management decisions on policies and regulatory changes concerning Outer Continental Shelf (OCS) oil and gas operations.
3. Assures that OSPD oil spill response research is coordinated with other BSEE divisions and programs as well as with officials representing other Federal departments, agencies, state and local governments, industry, and private and public sector interest groups.
4. Serves as the BSEE representative and subject matter expert to the National Response Team Scientific and Technical Committee, Science Advisor to the Department of the Interior (DOI), rotating Vice Chair of the Interagency Coordinating Committee on Oil Pollution Research (ICCOPR), and representative to similar national and international teams and committees to address BSEE oil spill response research.
5. Serves as a Level 3 COR for OSPD projects with duties including writing statements of work; conducting market research; analyzing contract scope, cost, and duration; reviewing and approving invoices; accepting project deliverables; providing updates to the research database, contract files, and research web pages; developing purchase requisitions; and reviewing unsolicited proposals.

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
General Engineer (0801):
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience –college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
Physical Scientist (1301):
You must meet the description in either A or B below to qualify for this position.
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B.Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic entry qualification requirements (either A or B under General Engineer or Physical Scientist as listed above), applicants must have the specialized experience and/or directly related education as described below in order to be found qualified for this position:

To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
