ADDITIONAL INFORMATION: Legislative/Intergovernmental Affairs Officers are the primary interface between NGA, Congressional personnel (e.g. Representatives, Senators, their staffs, professional committee staff), and other Government entities. They inform Congress of NGA activities, receive questions from Congress and present NGA responses, monitor legislation and its impacts on the agency, and inform NGA senior leadership about Congressional initiatives. Liaison Team Lead: The Team Lead reports directly to the Chief of Legislative Affairs (OCCL) responsible for leading NGA's Legislative Committee Liaisons who serve as the primary and focal point of communication and agency representation to the following congressional oversight committees: Senate Select Committee on Intelligence (SSCI), Senate Armed Services Committee (SASC), Senate Appropriations Committee - Defense and Military Construction Subcommittees (SAC-D/SAC-MILCON), House Permanent Select Committee on Intelligence (HPSCI), House Armed Services Committee (HASC), and House Appropriations Committee - Defense and Military Construction Subcommittees (HAC-D/HAC-MILCON). OCCL Team Leads operate in a fast-paced environment with frequently changing and conflicting priorities and tight deadlines, while leading a diverse group of highly-skilled professionals (both government and contractor personnel). They ensure NGA's strategic plan, mission, vision and values are communicated to congress; determine, articulate and assign necessary tasks to their team in order to solve problems, achieve agency priorities, meet imposed congressional deadlines and fulfill congressional requests for information; coach their team in the selection and application on appropriate problem-solving techniques, in order to meet the expectations of leadership; lead their team in balancing the workload of assignments and the application of talents to meet mission requirements; monitor and report the status of team work assignments; and take appropriate actions towards team success. Critical attributes for this position: * Leads a team of Congressional Affairs Officers in the day-to-day performance of NGA's congressional affairs and intergovernmental responsibilities. * Coordinates team functions, priorities and expected results with the NGA Chief of Congressional and Intergovernmental Affairs. * Consistently provides advice and counsel to senior leaders on complex congressional actions, plans, and strategy regarding agency issues. * Successfully interprets high-level agency strategy and oversight perspective to guide engagement * Successfully coordinates across the agency and IC/DoD on strategic congressional engagement, especially in the preparation and coordination required to support congressional hearings, testimony, requests for information, and congressionally directed actions. * Ensures agency budget and rollout/hearing materials are properly prepared and coordinated to support successful outcomes. Band 5 (GS-15) employees are experts in their craft and have significant responsibility and wide latitude in exercising independent action and judgment regarding the work that needs to be done and the means to accomplish the work. They take an active role in process improvement and identifying new work to be taken on by the organization. Work requires coordination with other high-level employees, project members and other working groups at NGA to provide expert advice in the assigned technical area, resolve difficult problems, and identify innovative approaches to accomplish NGA's mission. Supervision is usually administrative in nature, with the supervisor or peers contacted on a consultative basis. Typical functions may include leadership, negotiation, representing NGA to external organizations, policy interpretation, providing highly technical or specialized briefings and presentations to large audiences, complex problem solving, program/project management, mentoring junior staff, personnel assessment, budget management, contract management, strategic planning, and congressional hearing and/or briefing preparation for Senior Executive Officers/leaders, including NGA's Executive Committee (EXCOM).

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Experience as a Chief, Director, Deputy and/or Acting Chief, Director or Deputy of an IC legislative affairs team is highly preferred, as this position serves as the principal organizer and advisor to the NGA Chief of Congressional Affairs, acting in their stead at times. 2. Proven ability to write clear, concise, compelling and high-quality legislative documents, as well as the demonstrated ability to lead/supervise others in the performance of this essential legislative liaison task. 3. Supervisory experience in Intelligence Community legislative affairs.
