The Deputy Chief Procurement Officer reports directly to the Senior Procurement Executive and Chief Procurement Officer, in the DHS Office of the Under Secretary for Management. The DCPO supports the CPO in planning, directing, coordinating, overseeing and managing the DHS procurement programs and the work of the nine Heads of Contracting Activity that award and administer all contractual agreements impacting mission critical programs and the work performed by the employees of DHS worldwide.

Serve as the executive leader, principal consultant and advisor on procurement and contracting matters for the CPO. Provide leadership, supervision, management and oversight in the development of DHS policies, programs and objectives to assure their proper execution in accordance with applicable laws and Federal procurement policy and regulations.
Provide executive leadership, management, strategic direction, and oversight of the OCPO organizations focused on policy and legislation; acquisition workforce training and certification; procurement oversight and systems support; audit compliance; cost/pricing strategies and analyses, strategic sourcing and category management; small business program implementation and oversight and program analysis and risk management support.
In coordination with the CPO, oversees the operations of the HCAs to ensure the successful processing of over 90,000 procurement actions annually in support of DHS' approximately $18 billion acquisition program. Provide effective procurement oversight and acquisition management support to ensure compliance with regulations; expand and deepen communication with industry; and promote the use of the CPO's Procurement Innovation Lab to simplify and improve on mission outcomes and objectives.
Promote full and open competition, strategic sourcing, small business and other contracting programs to ensure the effective and efficient delivery of products and services to meet DHS mission needs.
Evaluate agency-wide procurement effectiveness, economy, and customer service and develop methods to continually improve them. Direct and review agency-wide studies for formulation of policies which relate to the delivery of DHS procurement services.
Possess expert knowledge and demonstrated ability to expertly interpret federal acquisition statutes, regulations, policies, procedures and best practices. Demonstrated ability to build effective business relationship and collaboration across executive levels in Government and industry to ensure effective procurement outcomes for the Department.

Completion of all mandatory training prescribed by the head of the agency for progression to a higher level contracting position, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
