The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.
Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions. The Deputy Division Director serves as a member of the executive team in the Office of Information and Resource Management (OIRM) and assists the Division Director in providing leadership and direction to the Division of Information Systems (DIS). The incumbent has managerial and oversight responsibilities for the effective use of division staff and resources in meeting organizational goals and objectives. He/she also provides leadership and guidance to DIS staff. DIS administers the agency’s sophisticated technological infrastructure, providing the hardware, software, and support systems necessary to support the agency’s mission and business operations, including managing the grant-making process and maintaining advanced financial and accounting systems. This includes full life-cycle support for NSF's corporate business solutions, from FastLane and Research.gov - our customer-focused systems that support the research community's full electronic workflow processing - to the broad span of custom-developed applications, commercial applications, and knowledge bases that support NSF business processes. The Deputy Division Director incorporates vision, strategic planning and quality management into organizational activities and initiatives. This includes recommending policy, budgetary, and management options to the Division Director of the Division of Information Systems.The Deputy Division Director provides advice and support to the Division Director in the development and implementation of NSF’s IT initiatives. In addition, the Deputy Division Director oversees the day-to-day operations of the Division, the coordination of special projects, and the development of overall goals and objectives in planning and direction of activities including the creation of 3-5 year IT roadmaps for each key DIS IT project and then ensuring that DIS is meeting the milestones required to implement innovative IT solutions.

2. Demonstrated experience in directing and leading the strategic management of IT resources of a major organization involved in a variety of complex business processes
3. Knowledge of current and emerging trends and developments in information technology to support an organization’s goals, objectives and mission.
4. Demonstrated experience in communicating IT policies and capabilities to internal and external customers and skill in partnering with other organizations to address issues that require a multidisciplinary approach.
5. Knowledge of the Federal grant process as it relates to information technology systems and solutions.
