ADDITIONAL INFORMATION: This vacancy announcement for a term Contract Specialist/Procurement Analyst seeks applicants with extensive hands-on DoD/Federal contracting and strong procurement analyst skills. The selected candidate will provide business advice, contractual guidance, and expertise to contracting professionals advising them of current policies and procedures that could affect the contract support that is provided to NGA, as a whole. The Office of Contract Services (OCS) is a customer service organization supporting multiple organizations throughout NGA to include extensive strategic planning necessary to effectively contract to meet the agency's overarching mission. The selected candidate will also be actively engaged with contract specialists and customers to identify future acquisitions, strategize on most agile acquisition and procurement methods, policies, and procedures and create an environment that promotes engagement, collaboration, integration, and the sharing of information and knowledge. Responsibilities include ensuring that all acquisition activity is executed ethically, legally, efficiently and effectively; and in accordance with applicable DoD policies and procedures. Specifically, we are seeking a GS-1102 contracting series tradecraft expert (experienced acquired as either a civilian and/or active duty military). Applicants must possess a comprehensive working knowledge of existing Department of Defense (DoD) and Intelligence Communities (IC) policies that affect or are related to contracting and the acquisition life-cycle process, the demonstrated ability to keep abreast of new and emerging policies and initiatives, and knowledge of a wide range in contracting methods and techniques, as well as contracting laws, policies and procedures. The primary purpose of this position is to provide analysis and evaluation of contracting matters as well as to interpret, initiate, develop, and recommend contracting policies, procedures, and guidance for NGA's Office of Contract Services. The following support functions are envisioned: 1) Provide guidance and expertise to the Acquisition Workforce and management on the interpretation and application of procurement processes, policies, and procedures. 2) Participate on teams to analyze, research, and evaluate procurement processes, policies, and issues and develop, recommend, and implement improvements. 3) Collaborate effectively with team members in execution of duties associated with the procurement process to ensure compliance with procurement regulations, policies, and procedures by the Acquisition workforce. 4) Manage multiple projects and determine project urgency; and 5) Present briefings to senior officials within the agency, DoD and other internal and external agency partners. This position meets the OPM definition for the contracting series (GS-1102) and applicants must be able to verify that they meet applicable DAWIA or FAC(C) certification requirements for the contracting field (see Requirements section below for specifics). The selected individual will be the candidate who, overall, provides the best fit with the requirements included above, and other mandatory and desired criteria, as stated within this announcement The position filled under this program is a one (1) year TERM appointment and may be extended up to five (5) years of total service based on mission needs. A Defense Civilian Intelligence Personnel System (DCIPS) term employee may be eligible for non-competitive conversion to a permanent DCIPS permanent appointment. A minimum of one year break in employment is required if you were previously a federal civilian government employee; a minimum of 180 days break in employment is required for prior military. SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Once obtained, Defense Acquisition Workforce members must obtain 80 Continuous Learning Points (CLPs) every 2 years in order to maintain certification.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. DAWIA Level III Certification in Contracting or Federal Acquisition in Contracting Certification (FAC-C) Level III in Contracting.
2. Experience supporting Agency audits in such areas as Government Furnished Property, Tri-Annual Reviews, Unliquidated Obligations, etc.
3. Strategic and transformational thinking, leadership, problem identification and resolution skills, flexibility, and ability to develop and implement innovative approaches.
