The Office of Independent Enterprise Assessments (EA) Is the Department of Energy's (DOE) autonomous organization responsible for performance of assessments, on behalf of the Secretary and Deputy Secretary, in the areas of nuclear and industrial safety, cyber and physical security, emergency management and other critical functions as directed by the Secretary and his Leadership team. The Office is responsible for implementing an expanded investigative capability to conduct Congressionally mandated enforcement functions in the areas of worker safety and health, nuclear safely, and security. The Office is also responsible for incorporating the lessons learned from inspections, reviews and assessments into safety and security training courses through its management of the National Training Center; and provides on open and effective means of communicating and creating collaborative relationships within and outside the Department through its stakeholder outreach program. The Office serves as an important check-and-balance that meets the Department's responsibilities as a self-regulating entity and advises the Secretary and Deputy Secretary on all matters related to oversight, enforcement, safety and health training, and outreach activities across the complex.

This position serves as the Director for the Office of Independent Enterprise Assessments for the Department of Energy, which is a key member of the DOE senior leadership team. The incumbent oversees and directs subordinate Offices under the purview of the organization. The incumbent directs organizational activities, frames strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Incumbent sets all internal control standards for effectiveness, efficiency, and productivity and assesses all organizational policy, program, and project viability. He or she determines the financial and personnel resources needed to achieve mission objectives and support mission operations; identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions. The incumbent oversees and directs the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs.
Directs and manages operations in the pursuit of continuous improvement in the health, safety, and security posture of the DOE.
Serves as corporate advocate for Department health, safety, environment, and security programs and initiatives, including Integrated Safety Management, Integrated Safeguards and Security Management, Environmental Management Systems, Voluntary Protection Program, and Federal Technical Capabilities Program.
Provides guidance and oversight to subordinate office in their routing activities, operations, and special assignments and ensures emphasis is given to (1) assisting HQ and field elements with interpretation and integration of health, safety, and security policies; (2) developing and deploying new technologies to improve security at HQ and field locations; (3) promoting communication between HQ and field elements; and (4) engaging actively in the development and delivery of a professional training curricula to meet the current and future safety and security needs of the Department.
Manages the National Training Center, the Department’s designated Center of Excellence for Security and Safety Training and Professional Development, which establishes and provides training, education and development activities for staff, and management, and Departmental leadership in the areas of health, safety and security there by strengthening the expertise available to meet current and future mission needs of the Department, Collaborates with and supports the HAMMER Training Facility at the Hanford Site.
This is a career position in the SES. Unless the selectee is a member of the SES with career status or has successfully completed an SES Candidate Development Program, certified by the Office of Personnel Management, his/her managerial qualifications must be approved by OPM before appointment can be effected. If you are selected for this position, you will be subject to the U.S. Department of Energy mandatory requirements and will be required to file a public financial disclosure report within 30 days of entry on duty. As a condition of appointment to this position, you will be subject to preemployment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan.
