The title Telecommunications Specialist GS-0391 is applied for the technical work of gathering materials; coordinating schedules; developing specifications and planning telecommunications programs and projects; testing equipment; providing services and soft-ware for performance acceptability; and, related work connected with the acquisition, technical acceptance, installation, testing, modification, and replacement of telecommunication equipment, services, and systems. The title Telecommunications Manager is applied to all supervisory and managerial positions that are responsible for program planning, scheduling, readiness assessments, internal management controls, budget objectives, and employee training, mentoring, and competency development.

GENERAL EXPERIENCE: Must have experience in collecting and analyzing data effectively, efficiently, and accurately;, experience in presenting formal training presentations and briefings; experience in the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; experience in applying procedures and directives by reading and interpreting program material; Experience of communications equipment, systems, services, and transmission media; Experience of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; Experience to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Experience to write English in reports and presentation formats; Experience to communicate clearly and effectively; and, experience to apply specialized communications methods and analytical techniques.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience that prepares the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its applicable career level. The applicant must meet the position's specialized experiences and competencies in aerial refueling operations support programs associated with communications security (COMSEC) materials, tactical cryptography, airborne electronic identification, authentication, and aircraft safe passage and recovery techniques. Must have a full range of competencies and completed training to qualify and serve as the Combat Crew Communications Training Manager and Instructor. Must have working knowledge of mission and training requirements as directed by Air Force Directives and ANG Instructions for Combat Crew Communications and Support of Nuclear Planning and Operations training within the organization. Skilled to serve as the principle COMSEC Responsible Officer (CRO) within a strategically-tasked Air Refueling (KC-135, KC- 46) Operations Group. Experiences included researching and interpreting communications security requirements for all peacetime and wartime tasked and contingency missions. Skilled in operating a communications security (COMSEC) sub-element; and, maintaining a ready-library of printed and electronic cryptographic media equipment as required to support the organization's primary assigned aircraft and crew complement. Skilled abilities include providing detailed information to the wing's combat mission folders (CMFs), and worked as a CMF validation team member. Competent in preparing kits of specified communications security materials that are utilized during in-flight missions. Skilled in presenting pre-launch briefings to crews, providing mission-specific communications, identification, authentication, and safe passage instructions for conventional or strategic missions. Skilled in debriefing aircrew members and investigating reports on events such as, communications deficiencies, equipment malfunction, spectrum interferences, or evidence of suspected tampering, loss, theft, disclosure, or other vulnerabilities to U.S. cryptographic systems or classified national security information. Must be competent on Communications Security (COMSEC) material training, access, storage, and usage. Experiences included work as a Cryptographic Access Program (CAP) administrator. Skilled in granting and withdrawing access to U.S. cryptographic and national security information on behalf of the Commander. Knowledgeable of national security and strategic policy needed to develop and implement formal training curriculums for all users. Skilled in the interpretation of directives and guidance concerning the administration of all training programs. Experienced in developing and implementing proficiency training and certification programs for aircrew members, Combat Crew Communications members, and augmenters. Skilled in writing unit operating procedures, restrictions, and clarifications. Skilled in providing authoritative interpretations to Commanders and leaders in regard to emergent requirements, procedures, or obstacles to success. Experienced in performing work within secured/locked areas using both common and uncommon office automation equipment, that included classified and unclassified computer systems, secure telephone equipment, satellite telephone equipment, media destruction devices, storage vaults, security containers, and intrusion detection systems. Skilled in operating specialized portable computer systems, software programs, and electronic key management system (EKMS) cryptographic key delivery systems. Able to analyze the communications and Flight Information Publication (FLIP) unit missions.
To receive consideration of a, Best Qualified rating for hire into a GS-0391 position, one of the required qualification factors is for the applicant to have, at a minimum, an Undergraduate Degree or a Graduate Degree in a major study of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, or, industrial management.
To receive consideration of a Well Qualified rating for hire into a GS-0391 Position, the applicant must have completed, at a minimum, one of following other educational programs: Communications, Electronics, or Automatic Data Processing with awarded certificates or diplomas from post-high school Technical Institutes or Business schools. Or, the applicant was awarded training certificates from the Armed Forces' professional education and skill technical training schools that included basic skill and advanced developmental instructions in the specific Title 32 Dual Status Technician GS-0391 position's allowed compatible military skills. These types of education program achievements are allowed as substitutions for specialized experience factors.
To receive consideration of a Qualified rating for hire into a GS-0391 Position, the applicant must have, at a minimum, completed certifications as applicable for award of the Title 32 Dual Status Technician GS-0391 position's allowed compatible military skill. For example, for award of AFSC 3D011, Cyber Surety, the applicant should have a completed certification in computer and information systems technology; or, a network computing commercial certification. To determine the required education and certifications for each Dual Status Technician position's compatible and allowed military skill (ARNG Officer; ARNG Warrant Officer; ARNG Enlisted; ANG Officer; or, ANG Enlisted, refer to the Service specific military classification regulations.
