This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Finance Division, Accounting Operations Branch, in Sterling, VA.
The Finance Division (FD) provides a full range of accounting and financial management services to the Bureau of Safety and Environmental Enforcement (BSEE) and the Bureau of Ocean Energy Management (BOEM). The services encompass obligations, payments, travel, and receivable activity. The incumbent of this position will serve as an accountant using their professional knowledge to focus on Federal travel and relocation.
This is a permanent, full-time, career/career conditional appointment.

Salary Information
GS-7: $44,941-$58,428 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

At the full performance level (GS-09) the major duties of this position include, but are not limited to the following:
1. Examines, audits, and processes travel and relocation documents in accordance with the Federal Travel Regulations (FTR), DOI policies, and other Federal regulations.
2. Assist the Bureau’s Relocation Coordinator with tasks associated with relocation transactions.
3. Recommends adaptation of established or new procedures to eliminate problems or improve the operations under study.
4. Reviews and evaluates financial systems (including SAP) for effectiveness of internal controls and integrity of the organization’s financial information.
5. Analyzes processing flows, integration of external system interfaces, and internal subsystem modules, and recommends improvements in control techniques.
6. Reviews and analyzes financial reports generated by the system and determines compatibility of each with plans, prior month status, other relevant reports and the general ledger.
7. Responsible for detailed entitlement counseling of employee’s who are moving for the Federal Government-including counseling on house hunting trips, enroute travel, temporary quarters, real estate transactions, shipment and storage of household goods.
8. Maintains relocation travel files including authorization, vouchers, and all related documentation.

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying.
(1) Basic Educational Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(2) Specialized Experience:
To qualify for the GS-7, you must possess at least one full year of specialized experience equivalent to the GS-5 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) utilizing Systems Applications and Products (SAP) software to process travel and/or relocation; 2) providing counseling to employees on relocation and/or travel; and 3) applying travel policies and procedures.

Education: Completion of one full year of graduate level education or a Bachelor’s degree with superior academic achievement in a field related to the position to be filled.
