The Associate Deputy Chief Financial Officer (Finance) is responsible for the following:
--Manages OCFO administrative functions to include PPBE, Financial Operations, Audit, Financial Reporting, Workforce Planning, Space, Contracting Officer Representative duties, and Executive Administrative Support;
--Managing and tracking of major internal and external projects on behalf of the Chief Financial Officer
(CFO) and DCFO (Finance), and DCFO for Budget and Strategy;
--Establishing controls and oversight to ensure timely execution of tasking, including but not limited to
briefings and memoranda;
--Providing advice and assistance to the CFO, DCFO (Finance), DCFO for Budget and Strategy, and other
OCFO leadership on NASA policies, plans, financial operations, financial reporting, data analytics, budget
operations, financial audit, financial systems, processes and programs.
--Providing executive leadership for Agency Financial Systems and related IT governance.
In addition, the incumbent assists the DCFO (Finance) in:
--Providing executive leadership and direction for all functions occurring in the Financial Management
organization;
--Providing executive leadership and direction in the review, update, or development of budgetary and
financial policy relative to government regulations and guidance as well as industry standards;
--Implementing budgetary and financial policy across the Agency and overseeing quality assurance,
financial systems, and financial management activities (data analysis, external reporting, funds control,
internal controls, financial audit, and property);
--Preparing analysis, presentation materials, and supporting NASA's financial operations across the agency;
--Managing the coordination and collaboration of all assigned projects and assignments to facilitate OCFO
decisions on major or sensitive topics related to Agency Financial Operations;
--Making or recommending changes based on knowledge of the CFO, DCFO (Finance), and DCFO for Budget and Strategy views;
--Assisting as directed in the planning and direction of OCFO internal management, including preparation of reports and other documents, systems integration and improvements, special research projects, and studies or analyses; and

TECHNICAL QUALIFICATIONS
1. Demonstrated expert knowledge of and experience with managing accounting, audit, financial operations,
and financial reporting for a large complex organization.
2. Demonstrated Senior-level management or other practical involvement in the design, implementation,
operations, and maintenance of accounting and financial reporting systems.
3. Demonstrated senior level experience in managing multiple administrative functions for an
organization, including budget (PPBE), financial operations and reporting, human resources operations,
facilities planning and administration, information technology operations, travel operations, purchase
requisitions, administrative support, and contract administration including Contracting Officer
Representative (COR) duties.
4. Demonstrated expert knowledge of and experience with leading the budget formulation (PPBE) process
for a complex organization.
