The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.
Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions. Serves as the Deputy Division Director, Division of Integrative Organismal Systems in the Directorate for Biological Sciences. The Division supports research aimed at an integrative understanding of organisms. The goal is to predict why organisms are structured the way they are, and function as they do. The Deputy Division Director participates with the Division Director in providing leadership and direction to the Division of Integrative Organismal Systems. Assists the Division Director in carrying out Division-wide responsibilities such as strategic planning and management, human capital management including recruitment of staff, budget preparation for submission to congress, and overseeing the evaluation of proposals and recommendations for awards and declinations. Represents NSF to relevant external groups and fosters partnerships with other Divisions, Directorates, Federal agencies, scientific organizations and the academic community. The Deputy Division Director assumes the Division Director role in the absence of the Division Director.
PROFESSIONAL/TECHNICAL
Essential (Mandatory, must be addressed)
1. Ph.D. or equivalent professional experience or a combination of education and equivalent experience in one of the areas of biological science supported by the Division (i.e. behavioral systems, developmental systems, neural systems, physiological and structural systems, plant genome research).
2. Substantial research contributions and strong evidence of scholarship and leadership in disciplines related to integrative organismal systems as evidenced in publications and other professional contributions.
3. Broad understanding of universities and other institutions where research and education in science and engineering is conducted.
4. Knowledge of grant and contract administration, fiscal management, and budget preparation with experience in scientific research support.
