1. Serves as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations. Provides guidance and advisory services to operating managers in analyzing and proposing solutions to human resources management problems.
2. Develops policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations. Provides advice and guidance on technician training issues related to program requirements to successfully accomplish the state National Guard mission.
3. Continually evaluates in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served. Evaluates and analyzes feedback from students and students' supervisors revising learning objectives, visual aids, and handouts as required. Analyzes vendor proposals to ensure quality course content and cost effectiveness. Acts as an instructor and participates in training when necessary.
4. Ensures optimum use of and control of Army National Guard (ARNG) federal financial resources. Ensures all expenditures are in compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, and local policies. Serves as member of the Program Budget Advisory Committee. Designs and sends out annual training need survey. Analyzes survey results. Develops and provides justification for the training budget and travel budget and serves as sub-activity manager for both. Serves as an approver in the Defense Travel System (DTS) for all Title 5 and Title 32 Army travel requests.
5. Analyzes management information requirements and develops, revises, and adapts reporting systems to provide appropriate information to key personnel including NGB, OPM, and other government agencies. Procures, maintains accountability, and currency of training materials. Stores training aids, visual aids, staff library, and other training materials, supplies and equipment required to support the technician-training program.
Performs other duties as assigned.
