Serves as a senior Human Resources (HR) Labor Relations Specialist in the Human Resources Office (HRO).
LABOR RELATIONS: Incumbent serves as the State point of contact on labor-management relations matters of concern to established bargaining units.
Monitors efforts of union representatives and management to establish and maintain open and effective communications and consultation efforts on new and revised personnel policies and practices.
Analyzes proposals to determine impact, possible ramifications, and resolutions.
Studies requirements of the Statute covering labor relations issues and keeps abreast of laws and regulations.
Performs other duties as assigned.

GENERAL EXPERIENCE: Your Resume must list some experience in each of these areas:
Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Your Resume must show at least 36 months in each of the following areas:
Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. Experience assisting in the development of Human Resources policies and procedures. Experience advising management on Human Resources principles and practices.
Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
