This position is located in the U.S. Department of Commerce (DOC), Office of Inspector General (OIG), and Office of Audit and Evaluation (OAE). OAE is responsible for conducting and coordinating audits of DOC programs, operations and activities through its headquarters and regional offices. These audits may include performance audits of Commerce programs, financial audits of internal Commerce operations, and audits of external activities funded by Commerce through contracts or financial assistance, such as loans, grants, and cooperative agreements. Pursuant to the IG Act, emphasis will also be directed at detecting and preventing fraud, waste, abuse and mismanagement in departmental programs.
This position is in the competitive service.

The individual for this selection will:
*Major Duty 1 - Apply accounting and auditing standards necessary to conduct broad audit assignments requiring an integrated analysis of a large number and variety of different operational programs and accounting
systems.
*Major Duty 2 - Assist with the development of audit plans that assess the compliance, efficiency, and effectiveness of Department of Commerce programs; assist with managing audit execution.
*Major Duty 3 - Collect information (from document reviews, interviews, observation, electronic data etc.). Organize and analyze information using applicable statistical methods and software. Use auditing software to document work in accordance with auditing standards.
*Major Duty 4 - Communicate complex audit issues to superiors within the audit agency with comments and recommendations for resolution.
*Major Duty 5 - Communicate in writing to include drafting potential findings and audit reports, preparing detailed working papers, and summaries of audit results and actions taken to address issues surfaced.

MINIMUM QUALIFICATION REQUIREMENTS:
Basic Entry Requirements for All Grade Levels:
1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

In addition to meeting the basic requirements above, you must have the education or one year of specialized experience at the next lower grade or equivalent level listed below:
GS-09: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with major study in accounting, auditing, or related discipline.
OR
Fifty-two weeks of experience at the GS-07 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
SPECIALIZED EXPERIENCE: Specialized experience includes performing audit steps and tasks of limited difficulty and complexity such as documenting interviews, conducting background research, analyzing and documenting large amounts of data, and preparing draft audit reports using a practical application of auditing standards, procedures, and technology.
COMBINING EDUCATION AND EXPERIENCE: Combination of experience (less than 1 year of specialized experience as described above) and post high school education beyond the second year which combined meet the education and experience requirements or combination of education and experience. Combinations of successfully completed education and experience may be used to meet the total qualification requirements for GS-7 only. The total of the 2 percentages must equal at least 100%. Generally, one full academic year of study is equivalent to 30 semester hours or 45 quarter hours or 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the required experience. Once you have met this aspect of the requirement (i.e., 60 semester hours), then each additional 30 semester hours may be converted to 6 months of the required experience.
