The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

1) Design, develop and deliver course curriculum and training material that applies principles of adult learning, structure course, write lesson plans, and course outlines.
2) Identify learning objectives and select instructional methodologies. Focus on identifying and creating instructional applications for the delivery (online, virtual, or instructor lead) of multi-media training programs which are specific to the needs of the end user.
3) Prepare course development documents, including detailed lesson content outlines, user navigation, screen/page template design, storyboard development with text, voice, sound, and graphics.
4) Analyze performance problems and identify opportunities for improvement. Analyze job tasks, procedures and processes, recommends practical solutions and determine and promote effective training.
5) Manage the learning management system (LMS) and all web based operations.
6) Collaborate and consult with internal and external customers, subject matter experts, and management to identify performance needs and opportunities for improvement; analyze tasks, procedures and processes, recommend practical solutions and determine and promote effective training.
7) Review products of the instructional design process to ensure instructional integrity and consistency in style, organization, and level of detail.
8) Coordinate the development and full implementation of multi-media training (online, virtual, or instructor lead) with other technical experts within the House Information Resources staff.
9) Design and develop training surveys, including the development, implementation and interpretation of results, to determine the effectiveness of training programs. Provide written evaluation of results.
10) Identify methodologies and products that provide measurement analysis of usage and success of training program and recommends improvement in the process accordingly.
11) Evaluate outside training sources for consideration by the House and make recommendations regarding opportunities, creative alternative adult learning and new training methods.
12) Establish and maintain policies and procedures, and update as necessary.
13) Research best practices in Web and desktop application design, and translate findings into design recommendations and plans.
14) Remain current on new trends in usability that will inform development of the best user-centered design experiences.
15) Other duties and special projects as assigned.

At least five years’ experience in the following areas. Demonstrated ability to identify and apply technical and behavioral performance improvement solutions to the help achieve organizational goals. Demonstrated expertise in the following training and skills: Adobe Creative & Video Production Suite (Premier Pro, After Effects, Illustrator, Photoshop), Adobe Connect, User Persona Development, Rapid Instructional Design, and Design Thinking. Excellent communication skills (written and verbal). Proven ability in designing a variety of training applications for a broad array of delivery methods (e.g., blended, eLearning, simulations, mobile). Proven experience in writing, reviewing, and editing storyboards. Complex problem- solving skills and strong analytical abilities. Ability to operate effectively in team environment. Demonstrated success in managing multiple projects and competing priorities. Strong facilitation and presentation skills. Excellent organizational skills and proficient in the use of personal computer. Strong familiarity with networks. Strong working knowledge of the software products on the House Software Supported List. Ability to assess, measure, and analyze organizational performance in a complex change-driven environment. Demonstrated capability to interface and maintain effective relationships with all departments and employees in a team-oriented environment. Bachelor’s degree in Instructional Design, Instructional Technology, Distance Learning, or related field.
