The incumbent will perform, but is not limited to, the following major duties:
Serves as an Emergency Management Specialist (Public Safety) responsible for executing the outreach and consultation of the program to expand access to the nationwide public safety broadband network and influence the FirstNet product lifecycle for the benefit of public safety.
Collaborates across the FirstNet Authority Operations teams and with the FirstNet Authority network partner to inform network contractual deliverables and products and services roadmap.
Ensure public safety desired requirements and features are captured and incorporated as appropriate. Assist the Public Safety Advocacy leadership in development and implementation of the outreach and engagement strategy to gather input from the public safety user community.
Engage public safety users to obtain feedback on experience with FirstNet and its private partners through the buyers’ journey, daily operational experience with the network, operations, products and solutions, and future product requirements.
Ensure all statutory requirements are met and the program objectives are achieved by using knowledge of and experience in the public safety sector.
Evaluate regional, state, local, tribal and federal public safety communications issues and recommend program activities for implementation of the Act by applying statewide operations, governance, public safety, telecommunications, and broadband knowledge. Apply knowledge of regional, state/territory, local, tribal and federal public safety priorities, objectives, and best practices in telecommunications deployment and/or broadband adoption to develop processes for the new programs.
Represent FirstNet at workshops, conferences and meetings related to public safety.
Serve as liaison with stakeholder groups, including public safety, local, state, tribal and federal government leaders, industry, and nonprofit organizations.
Create written materials, including reports, presentations, fact sheets, web-content, official records, and other documents.

This position is being advertised at the ZP-0089-IV, which encompasses the GS-13/14 grade levels. Applicants must possess one year of specialized experience at the GS-12 or equivalent band level. Specialized experience is defined as: 1. Experience working in the Emergency Management field, 2. Capturing, analyzing, and communicating public safety desired requirements for products and services (i.e. Identity Credentialing and Access Management (ICAM) and Provisioning, Next Generation 9-1-1, Wireless broadband devices and accessories, Machine to Machine and Internet of Things, Quality of Service, Priority and Preemption, Mission Critical Services, Location Based Services, Incident management tools, Local control tools, Deployables, Public safety application onboarding) and 3. Developing and implementing outreach and engagement strategies to gather input from the public safety user community. This experience and identifying types of products and services you have experience with must be clearly defined in your resume.
Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education in lieu of specialized experience may not be used for this grade level.
