Interns may be non-competitively converted to a term, career-conditional or career appointment within 120 days following successful completion of all their educational and work requirements in accordance with 5 CFR 362.204.
Upon successful completion of the Pathways Internship Program requirements in accordance with 5 CFR 362.204 (work experience hours, satisfactory performance, educational requirements, mandatory training completion, etc.) you may be non-competitively converted to a term, career-conditional or career appointment within 120 days for a GS-1165-05/07/09 Loan Specialist career ladder position depending on qualifications and the Agency's need.

Position
is that of a Student Trainee. This position would be of particular
interest to students in fields such as finance, business
administration, economics, accounting, insurance, mathematics,
banking and credit, law, real estate operations, statistics, or
other fields related to the position.
Upon graduation, on-the-job experience as a Trainee is
qualifying experience for various positions delivering Rural
Development loan and grant programs, such as Loan Specialist or Loan
Technician. Trainees carry out increasingly complex responsibilities
to gain the knowledge, skills and abilities necessary to perform a
full range of assignments related to Rural Development programs.
Work schedule is flexible and can be negotiated to accommodate the
Trainee’s school obligations.
The Student Trainee will perform a variety of duties and
activities related to Rural Development’s loan and grant programs.
The incumbent will have responsibility within Multi-Family Housing
(MFH) Programs, and/or Community Programs (CP) and/or Business
Programs (BP), and/or Single-Family Housing (SFH) Programs. Typical
duties may include:

Conversion
In addition to meeting the pathways requirements for conversion, an applicant converting to an Loan Specialist, GS-1165-05/07/09 is required to also meet the OPM Qualification Standards for the 1165 as stated below prior to converting.
Education:
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology
OR
Experience:
General Experience (for GS-5 positions): Experience that required gathering and analyzing facts and figures, and presenting the information or conclusions in clear oral and written language; or that provided a knowledge of the principles of financial analysis or of insurance laws, such as contract, property, life, casualty, or marine insurance.
Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
All academic degrees or course work must be completed in an educational institution that has obtained accreditation from an accrediting body recognized by the U.S. Department of Education.
