This position is located in the Market Intelligence Branch (MIB), within the Division of Market Oversight (DMO or Division) and reports to the Division Director. DMO is responsible for the regulation of the commodity futures, associated options, and swaps marketplaces. Commodity futures, associated options, and swaps markets are highly complex and innovative and global in scope. The mission of the DMO is to foster open, transparent, competitive, and financially sound markets that accurately reflect the forces of supply and demand for underlying commodities.
The MIB is responsible for analyzing data and information from multiple sources to evaluate current market conditions and identify emerging market dynamics, developments, and trends. The MIB shares these results with DMO and CFTC leadership to inform them, especially regarding policy development, and shares this information with outside agencies, Congress, and the public, as appropriate.

As an executive at the Commodity Futures Trading Commission (CFTC or Commission), the incumbent serves as a key member of the agency's leadership team. In this role, the executive is responsible for directing one or more key programs, advising the agency on policy-making, and collaborating across organizational lines on agency-wide issues.
· Leads, manages, and provides oversight to the MIB programs in direct support of Commission. The executive develops short and long range plans, makes binding decisions in any area of the MIB activities, and carries out the administrative functions of the MIB.
· Ensures that MIB resources are used in the most effective manner consistent with resources and budget determinations and is accountable for the success of the market intelligence program, including the full range of factors that affect program and project accomplishment. This includes obtaining the resources necessary to accomplish the program or projects and assuming responsibility for their effective use, and dealing with key officials from within and outside the agency to gain understanding and support for the program or project.
· Monitors work status through formal and informal means to evaluate progress toward objectives; makes appropriate adjustments to organizational goals; and administratively and professionally directs and oversees through supervisors, the work of market analysts in accomplishing goals. Assesses policy, program, and project feasibility; determines program goals and develops implementation plans; structures the work of the organization to promote effective work accomplishment; and establishes effectiveness, efficiency, and productivity performance requirements.
· Serves as the principal source of the Commission’s advice on pertinent market developments and potential problems. Conducts regular market briefings on significant market conditions and emerging market dynamics, developments, and trends and provides the Commission with accurate, meaningful, and properly evaluated information. Designs, coordinates, and organizes public events and conferences to obtain direct feedback from stakeholders, and to share CFTC views on market status and trends.
· Utilizes current knowledge of the Commission's rules and policies in order to monitor new developments in derivatives trading and industry practices, and other market issues, and to adapt the MIB’s procedures and work products in response to such developments. Analyzes proposed legislation related to oversight of regulated exchanges to identify the possible effects of such legislation upon the market intelligence program, the markets in general, and the public. Explores and develops ideas, evaluates problems, and implements courses of action in areas, most of which are unprecedented or where precedent and past practice do not serve emerging needs. Advises the Chairman and the Commission concerning the relationship of the work of the MIB.
· Often interacts with members of the Commission’s executive and senior management teams from various divisions and offices, representatives from other government agencies, and outside interest groups, which may require persuasive advocacy regarding market intelligence issues. Represents the Commission with respect to the MIB in communications with Congress, the public, industry groups, trading facilities, and other U.S. and non-U.S. government agencies. Prudently handles sensitive policy questions, and exercises tact, diplomacy, and good judgment in dealing with the regulated industry, other agencies market participants, members of Congress, and other interested parties.
· Serves on advisory panels and international working groups with representation of other U.S. and foreign agencies and industry officials regarding the functions of the futures markets and emerging trends. Advises and provides technical assistance to foreign government officials and foreign exchanges concerning derivatives markets and the development of market intelligence programs.
