This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Superintendent Senate Office Buildings. The incumbent serves as Restaurants/Events Program Manager of contract food services and catering services supporting the United States Senate. The position is responsible for developing, implementing and managing policies and procedures for the AOC support of Senate Restaurants’ acquisition and delivery techniques. The incumbent is responsible for supervising, developing and guiding the efforts of the AOC staff and Contractors as a Contracting Officer’s Technical Representative (COTR) for specified activities, including preparing Statements of Work, pre-solicitation, vendor evaluations, vendor selection and contract compliance. The position is considered ‘emergency essential’ and may be required to report to work on days when the Federal government and AOC are closed due to weather and other emergency situations.
Supervisory and Managerial Responsibilities
Performs administrative and technical supervisory functions for subordinates, including the Food Services Contract Coordinator, the Restaurant/Events Contract Coordinator and the Writer-Editor. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Supervises the performance of contractors to ensure the highest quality of service to the Senate. Resolves complaints and grievances as delegated by higher level supervisors.
Oversees and reviews invoices submitted by contractors for food service support rendered under AOC food service contracts supporting the US Senate. Performs detailed analysis and evaluation of contractor charges and estimates for services in accordance with food service contract provisions, including cost differentials for government subsidies and administrative fees. Establishes procedures to approve contracted changes to prevent adverse impact from monetary loss. Certifies contractor invoices for payment upon compliance with all contract specifications.
Management of Senate Food Services
Responsible as program manager for administering the ongoing operation of restaurants/events functions, operations, activities and procedures in support of requests from the US Senate. Develops guidance, procedures and acquisition instructions for the Senate Restaurants/Events activities. Reviews proposed contractual actions for conformance with Senate requirements, policies and regulations.
Responsible for daily oversight of US Senate food service contracts, such as restaurant operations, catering, vending and events. Serves as a primary or alternate agency Contract Manager and/or COTR for the performance of outsourced food service operations. Responsibilities include managing contract implementation, operation and performance.
Responsible for contract compliance, such as monitoring contractor performance and negotiation of contract modifications to ensure satisfactory completion of contract activities and technical review/acceptance of complex contractor invoices.
Independently reviews performance through site visits, contractor reports, correspondence and telephone conversations for completion of applicable contract clauses; e.g., small business, patent rights, labor laws and progress reports. Recommends or considers issuing cure or show-cause notices upon finding that the contractor is not in compliance.
Conducts in-depth analyses studies of contractors' management systems and facilities to assess their ability to perform and for compliance with health standards.
Food Service Delivery Program Development
Provides AOC oversight and directs food service and catering operations supporting the US Senate through the management of outsourced providers and provides overall government oversight for all Senate food service events.
Manages funds for administrative costs associated with food service contracts. Determines the allocation and utilization of resources required to accomplish program objectives meet the parameters established by legislation and Agency policy. Analyzes the contractor plans for restaurants operations, events, vending, catering and scheduling. Creates policies in assigned program areas and formulates appropriate strategies for program, operational and system needs.
Analyzes potential contract weaknesses and establishes criteria for food service operations involving complicated circumstances. Continually reviews and evaluates the contractor food service operations and recommends changes to processes to increase effectiveness and efficiency. Ensures that a contractor’s expertise in methods of food storage, stock control, handling, preparation and food service meet established rules and regulations.
