The Headquarters Human Resources Management Division (HRMD) seeks a detail-oriented, customer-focused individual to serve as a Human Resources Generalist. This is a developmental position with assignments and training to provide the capability of eventually performing the full scope of HR Generalist duties.

NASA's Recent Graduates program provides an opportunity for individuals to gain experience in Federal civil service positions at the beginning of their careers. Participants are placed in a dynamic, one-year career development program which may include specialized training, formal rotational assignments, and other developmental activities. Participants who successfully complete the program may be converted to term or permanent positions.
Recent Graduates will enter a formal training program, be provided a mentor, and execute an Individual Development Plan outlining training requirements and program expectations.

This position is part of the NASA Pathways Recent Graduate Program which is a formal training program. You may be required to perform rotational assignments in various organizations.
The HR Generalist provides advisory, consultative, and technical services to agency program and line managers involving a variety of HR functions, such as recruitment and placement, employee performance, labor and employee relations, training and development programs, organizational development, workforce planning, and contracting strategies.
Solves issues related to recruitment and staffing, position management, and classification of General Schedule (GS) positions. Participates in management meetings to discuss organizational changes, turnover, changes in skills requirements, position allocations/authorizations, and other issues impacting recruitment programs. Classifies jobs and prepares necessary documentation for positions covered by the General Schedule. Provides advice on standard classification issues and problems with organizational impact. Advises supervisors in developing accurate position descriptions and assuming responsibility for their technical adequacy for classification purposes. Shares analysis and determinations with higher level specialists; recommends best practices and lessons learned into the standard work practices of the agency classification program. Reviews reorganization proposals and provides recommendations to higher level specialists on position management.
Provides managers and employees with interpretations of employee relations procedures, practices, policies, and guidelines for routine issues. Researches applicable laws, policies, and agency precedent in order to gather information for specific cases. Provides guidance, consultation, advice and assistance to management officials on labor relations issues such as representational matters, grievances, labor-management statute, contract administration and interpretation, bargaining obligations, and unfair labor practices (ULPs).
